Job summary

ECC is seeking a Federal Contracts Manager to act as the internal SME for federal contracting. You will administer ECC's GSA MAS, support proposal development, manage post‑award activities, and liaise with government customers and internal stakeholders.

You will work with Finance, Operations, Legal, and Leadership to maximize opportunities while ensuring FAR/GSAM/DFARS compliance and contract performance throughout the lifecycle.

Qualifications

  • Bachelor's degree or equivalent combination of education and experience.
  • 7–10 years federal government contract administration experience.
  • Experience administering GSA MAS contracts and proposal support.
  • DoD/VA or civilian contracting experience preferred.
  • Strong knowledge of FAR, GSAM and DFARS; cross-functional collaboration.

Responsibilities

  • Lead federal contracts from award through closeout with compliance oversight.
  • Administer ECC's GSA MAS, pricing, EPAs, and contract modifications.
  • Coordinate with Finance, Operations, Legal and Business Development on contracts.
  • Support bid/no-bid decisions and negotiation strategies for government work.
  • Ensure regulatory compliance and accurate contract records across teams.

Position Summary

The Federal Contracts Manager serves as ECC's internal subject matter expert for federal contracting, supporting business development efforts, ensuring regulatory and contractual compliance, managing post-award contract activities, and coordinating cross-functional teams to successfully execute government contracts. This position is responsible for administering ECC's GSA Multiple Award Schedule (MAS), supporting proposal development, managing contract performance throughout the lifecycle, and serving as the primary liaison between government customers and internal stakeholders.

The Federal Contracts Manager works closely with Business Development, Engineering, Finance, Operations, Legal, and Executive Leadership to maximize federal contracting opportunities while ensuring compliance with all applicable regulations, policies, and contract requirements.

Essential Duties and Responsibilities
Pre-Award Support
  • Support Business Development leadership in identifying federal contract vehicles, acquisition strategies, and pursuit opportunities.
  • Review and analyze Requests for Information (RFIs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), and task order solicitations.
  • Coordinate proposal compliance activities to ensure complete and responsive submissions.
  • Manage GSA Multiple Award Schedule (MAS) administration, modifications, catalog updates, and pricing maintenance in partnership with ECC.
  • Maintain organizational registrations and certifications, including SAM.gov representations
  • and certifications.
  • Develop and review pricing submissions, contract documentation, and supporting proposal materials.
  • Identify contractual risks, compliance requirements, and negotiation strategies during proposal development.
  • Support bid/no-bid decisions and contract strategy discussions.
GSA Schedule Administration
  • Serve as the primary administrator for ECC's GSA Multiple Award Schedule (MAS).
  • Prepare and submit contract modifications, additions, deletions, Economic Price Adjustments (EPAs), and option renewals with ECC.
  • Manage GSA sales reporting and Industrial Funding Fee (IFF) requirements.
  • Maintain contract compliance with GSA regulations and reporting obligations.
  • Coordinate labor category, product, and service updates across departments.
  • Monitor changes to GSA policies and communicate impacts to leadership and stakeholders.
  • Support GSA Contractor Assessments, Contractor Assistance Visits (CAVs), and Industrial Operations Analyst (IOA) reviews.
Contract Administration & Post-Award Management
  • Manage federal contracts, task orders, purchase orders, and subcontract agreements from award through closeout.
  • Interpret and apply FAR, DFARS, GSAM, agency supplements, and applicable government
  • contracting regulations.
  • Monitor contract performance for compliance with contractual requirements, deliverables, schedules, and reporting obligations.
  • Coordinate subcontracting plans, reporting, and subcontract compliance activities.
  • Track contract funding, modifications, option periods, and key milestones.
  • Maintain complete and accurate contract records and documentation.
  • Review and negotiate modifications, amendments, and contractual changes.
  • Oversee contract closeout activities and final reporting requirements.
  • Identify, assess, and mitigate contractual, financial, operational, and compliance risks.
Internal Coordination & Cross-Functional Collaboration
  • Collaborate with Finance to support invoicing, contract funding, revenue tracking, and financial reporting.
  • Coordinate with Operations regarding staffing, resource planning, and project execution.
  • Support Engineering teams in understanding and responding to technical contract and proposal requirements.
  • Partner with Legal to review contract terms, conditions, risk factors, and compliance matters.
  • Support executive leadership in developing and executing federal contracting strategies.
  • Provide contract guidance and training to internal stakeholders.
  • Facilitate communication among departments to ensure successful contract execution and customer satisfaction.
Customer & Government Relationship Management
  • Serve as a primary point of contact for Contracting Officers and government stakeholders.
  • Manage contract correspondence and official communications.
  • Coordinate audits, compliance reviews, and customer assessments.
  • Support GSA Contractor Assessments, IOA reviews, and other government oversight activities.
  • Address customer concerns and contractual issues in a timely and professional manner.
  • Foster positive customer relationships and maintain high levels of customer satisfaction.
Required Qualifications
Education
  • Bachelor's degree in Business Administration, Contract Management, Finance, Legal Studies, Public Administration, or a related field.
  • Equivalent combination of education and relevant experience may be considered.
Experience
  • 7-10 years of progressive federal government contract administration and management experience.
  • Demonstrated experience administering and reporting under a GSA Multiple Award Schedule
  • (MAS) contract.
  • Experience supporting proposal development, contract negotiations, and post-award contract administration.
  • Experience supporting Department of Defense (DoD), Veterans Affairs (VA), and/or civilian
  • Proven experience working across multiple internal departments and stakeholder groups.
Knowledge, Skills, and Abilities
  • Strong working knowledge of Federal Acquisition Regulation (FAR), General Services Administration Acquisition Manual (GSAM), and DFARS.
  • Experience with SAM.gov, eOffer, eMod, and related federal procurement systems.
  • Thorough understanding of GSA Schedule administration, reporting requirements, and compliance obligations.
  • Strong contract interpretation, negotiation, and risk management skills.
  • Ability to manage multiple contracts and competing priorities simultaneously.
  • Excellent written, verbal, interpersonal, and organizational skills.
  • Strong analytical and problem‑solving capabilities.
  • Proficiency with Microsoft Office Suite and contract management systems.
  • Ability to build strong relationships with internal teams, government customers, and external partners.
Preferred Qualifications
  • Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or similar NCMA certification.
  • Experience supporting small business federal contracting programs.
  • Experience managing IDIQ, Firm Fixed Price (FFP), Time & Materials (T&M), and Cost- Reimbursable contracts.
