Job description

Federal Capture and Proposal Manager (GSA and non-GSA) (Remote, US)

We specialize in serving technology, pharmaceutical, and aerospace/defense companies and government agencies by providing seasoned marketing, IT, and operations professionals for both short-term and long-term needs.

We are seeking a skilled Federal Proposal and Capture Manager to join our Government Vertical team. The ideal candidate will have a proven track record of researching and responding to federal government (GSA and non-GSA) opportunities, specifically with the Department of Defense (DOD) and Department of Energy (DOE).

This is a full time 40 hours per week remote role with benefits, open to candidates in the US.

Responsibilities

  • Research, identify and evaluate federal government procurement opportunities, with a focus on DOD and DOE agencies.
  • Prepare high-quality, winning proposals and responses to RFPs/RFQs and RFIs/Sources Sought Notices published on eBuy, sam.gov, and other purchasing sites.
  • Conduct market research and incumbent search on FPDS, GSA eLibrary, and other platforms.
  • Ensure all proposals meet the requirements and guidelines outlined in the solicitations.
  • Work closely with internal teams to gather information, develop content, and ensure alignment with Stage 4 Solutions' capabilities and strategic goals.
  • Learn and embrace Stage 4 Solutions’ processes.
  • Maintain accurate and organized records of proposal submissions and related documents.
  • Stay current with government procurement processes and industry best practices.
Qualifications
  • 5+ years of experience in proposal writing for federal government contracts, focusing on DOD and DOE agencies and other federal agencies
  • Experience with capture management
  • Experience with market and incumbent search on FPDS, eLibrary and other tools
  • Experience with GSA MAS contracts, responding to RFI and RFQs published on eBuy
  • Experience with proposal writing at consulting or staffing companies is preferred.
  • Strong research, writing, verbal communication, and analytical skills
  • Strong organizational skills and attention to detail
  • Proficiency in Microsoft Office Suite, eBuy, sam.gov, FPDS.gov, eLibrary, and other government procurement software
  • Experience using AI tools such as ChatGPT, Claude, Perplexity, etc. preferred.
