Qualifications

• 5–7+ years of business/technical analysis experience
• Experience leading requirements elicitation sessions with business owners, end users, and technical teams in an agile environment
• Translate complex mission needs into clear functional and technical requirements
• Hands-on SDLC experience for .NET applications, backlog refinement, sprint planning, and release coordination
• Proven BA artifacts: user stories, acceptance criteria, process flows, and traceability matrices
• Experience with QA to validate requirements and ensure traceability through testing
• Experience supporting federal programs or regulated environments with strong documentation and compliance
• Ability to manage requirement changes and align cross-functional teams
• Collaborate with developers, architects, UI/UX to ensure feasible, complete, user-centered requirements

Responsibilities

• Lead structured requirements elicitation sessions with program offices, end users, and technical teams
• Produce standardized artifacts (business process flows, user stories, acceptance criteria, traceability matrices)
• Backlog and change request management in coordination with Product Manager
• Maintain consistent documentation trail across projects for auditability
• Define system scope and objectives
• Ensure designs meet business requirements with developers and end users
• Facilitate refinement sessions to ensure feasibility with .NET patterns
• Translate legacy workflows into modernized, system-ready requirements
• Support QA to validate acceptance criteria and test case development
• Conduct gap analyses and assess dependencies and risks
• Support sprint planning and readiness criteria
• Collaborate with UI/UX designers to ensure intuitive interfaces
• Document and communicate requirement changes to prevent rework
• Develop release notes, user guides, and training materials
• Monitor requirement progress through SDLC and ensure traceability
