Job summary

Aalis Management Consulting is seeking a Financial Budget Support Specialist to provide budget execution and financial management support to a federal agency. The selected candidate will assist with budget execution, funds control, financial reconciliation, reimbursable agreements, unliquidated obligation reviews, financial reporting, and compliance with federal regulations.

Qualifications

• Bachelor's degree in Accounting, Finance, Public Administration, Economics, or related field.
• Minimum of 2 years supporting federal budget execution, financial management, accounting, or budget analysis.
• Experience with budget execution, funds control, financial reconciliation, obligations, expenditures, and disbursements.
• Experience preparing or supporting reimbursable agreements; AD-733 experience is highly desirable.
• Experience conducting Unliquidated Obligation (ULO) reviews and financial reconciliations.
• Knowledge of appropriations law, OMB guidance, federal financial management principles, and internal controls.
• Advanced Excel skills (PivotTables, formulas, lookups, financial reporting).
• Ability to work onsite in Washington, DC.

Responsibilities

• Monitor, track, and report current-year and multi-year appropriated funds.
• Review commitments, obligations, expenditures, and disbursements for alignment with spend plans and requirements.
• Conduct reconciliations of financial transactions and budget data; identify discrepancies and recommend actions.
• Prepare and maintain Status of Funds reports, dashboards, and executive briefings.
• Support budget formulation, execution, forecasting, and financial planning.
• Process and reconcile reimbursable agreements, including AD-733 documentation.
• Coordinate with Budget Officers, program offices, and finance personnel on transactions.
• Perform monthly/quarterly ULO reviews and suggest de-obligation actions.
• Maintain audit-ready financial documentation supporting budget execution and reconciliations.
• Develop financial analyses, trend reports, and ad hoc financial reports for decision-making.
• Respond to data calls and support audits; propose process improvements.
