Job summary

Zekai is seeking a Federal Budget Analyst for a 100% remote contract role. You will contribute to a customer project focused on budget formulation and execution within the federal sector, training AI systems with real-world budget materials.

The role emphasizes creating training examples, analyzing OMB passbacks, documenting reprogramming scenarios, and ensuring accuracy and compliance across budgets and guidance for program managers.

Qualifications

• 5+ years of federal budget experience at GS-11/12 level or higher.
• Experience with budget formulation, execution, and funds control.
• Experience with OMB submissions, reprogramming, and year-end closeout.
• Familiarity with federal accounting and budget execution systems.
• Financial management certification (DoD FM, CGFM, or similar) a plus.

Responsibilities

• Create training examples of federal budget justification materials, including narratives, exhibits, and analyses.
• Write sample responses to OMB passback with clear, well-supported analysis and annotate reasoning.
• Document mid-year reprogramming scenarios and notify which actions require higher-level approval.
• Build worked examples comparing actual expenditures to planned obligations and explain variances.
• Walk through year-end closeout with reconciliations to accounting records and discrepancy resolutions.
• Write guidance on funding types, budget changes, and compliance requirements for program managers.
• Produce templates, walkthroughs, and annotated examples showing how federal budget work is done.
• Review AI-generated budget content for accuracy and compliance and explain gaps.

In this role, you'll apply your expertise to help train next-generation AI systems. Your work will shape how models learn, reason, and perform through high-quality, real-world input.

Scope of Work

• Create realistic training examples of federal budget justification materials, including narratives, exhibits, and supporting analyses.
• Write sample responses to OMB passback with clear, well-supported analysis, and annotate the reasoning behind each choice.
• Document mid-year reprogramming scenarios, noting which actions require higher-level approval and how they stay consistent with spend plans.
• Build worked examples that compare actual expenditures against planned obligations, evaluate fund availability, and explain variances.
• Walk through year-end closeout step by step, including reconciliation with accounting records and resolution of discrepancies.
• Write guidance on funding types, budget changes, and compliance requirements, drawing on how experienced analysts advise program managers.
• Produce templates, process walkthroughs, and annotated examples that capture how federal budget work is actually done.
• Review AI-generated budget content for accuracy, realism, and compliance, and explain what is wrong or missing so it can be corrected.

Preferred Qualifications

• 5+ years of federal budget experience at about the GS-11/12 level or higher, in GS-0560, 0501, 0510, or comparable roles.
• Experience with budget formulation, execution, and funds control.
• Experience with OMB submissions, reprogramming, and year-end closeout.
• Familiarity with federal accounting and budget execution systems.
• Financial management certification (DoD FM, CGFM, or similar) a plus.

This is a 100% remote contract role, open to applicants worldwide in the countries the employer accepts.
