Job summary

Aspiring candidates for the part‑time FCC Training and Exercise Specialist role at ASP Web Solutions, LLC will support, plan and participate in Department of War training and coordination with DoW/NDMS/FEMA/HHS/BUMED from our Portsmouth, VA office.

The ideal candidate has a DoD background, strong training/exercise knowledge, and familiarity with DoW/NDMS/FEMA/HHS/BUMED requirements; a bachelor’s degree is required and SECRET eligibility is needed for access to SIPRNET where applicable.

Qualifications

• Bachelor’s degree in a relevant field (Emergency Management, Security Studies, Public Policy, or related).
• Minimum 5 years of relevant professional experience; or 10 years without a degree.
• Completion of the FCC Course within the last 3 years or enroll within 180 days of onboarding.
• U.S. Citizens with Tier 3 SECRET eligibility to access SIPRNET when required.
• Proficiency with Microsoft Office Suite and collaboration tools.
• Excellent written and oral communication skills.

Responsibilities

• Develop annual FCC Training Plan.
• Maintain Individual Training Records for FCC Staff.
• Coordinate with DoW/NDMS/FEMA/HHS/BUMED on training requirements.
• Identify training gaps and corrective actions.
• Coordinate Reserve and Active Component integration training.
• Ensure compliance with BUMEDINST 3440.10C and applicable DoW Directives.
• Experience coordinating and evaluating emergency management exercises (tabletop, full‑scale).
• Produce exercise training materials, after‑action reports, and exercise planning packages per federal standards.
