Position Description
ATSG Corporation is presently interviewing candidates for a Program Analyst III position on the FBI's International Protocol Unit (IPU). The International Protocol Unit is responsible for coordinating and facilitating official meetings between FBI personnel and foreign national dignitaries at all levels, including the Director's Office, FBI HQ personnel, all 56 field offices, and any FBI facility. IPU personnel routinely schedule and coordinate meetings between international representatives and senior level representatives of the FBI. IPU establishes and maintains relationships with local foreign embassy law enforcement and intelligence partners to serve as a conduit to promote information exchanges between the FBI and foreign partners. The contractor will perform analytical, liaison, and protocol duties.
Duties and Responsibilities
- Review and analyze multiple meeting requests, determining and scheduling suitable meetings based on the meeting topics, ranking level of officials, and ensuring meeting goals align with priorities.
- Organize, plan, and prioritize meetings and events, and assist with FBI larger conference planning.
- Compile meeting agendas to be disseminated to foreign partners and FBI stakeholders.
- Analyze, interpret, and edit briefing materials for grammatical and protocol errors prior to dissemination.
- Create and develop official FBI documents to prepare senior level FBI executives for meetings with foreign dignitaries; these documents will be retained as official records.
- Solicit FBI legats and operational divisions for information related to discussion topics.
- Establish contacts and interact on a professional basis with FBI, external agency personnel, and local foreign embassies.
- Prepare and disseminate briefing materials for the Director, Deputy Director, and Executive Assistant Director.
- Track and account for all foreign visitors accessing FBI space, maintaining an official records database of topics and actionable items.
- Populate, review, and edit/finalize weekly engagement reports disseminated at all levels within the FBI.
- Coordinate meetings and bilateral information exchanges; strengthen partnerships and execute FBI training for foreign partners.
- Develop and present presentations and briefings to higher‑level management and external entities outlining cross‑programmatic and country oversight.
- Write comprehensive electronic communications documenting meeting purpose, topics, alignment with FBI threat priorities, visiting delegation details for clearance processing, and access information for the FAA.
- Review agency bios and classified briefing materials.
- Perform administrative protocol tasks:
- Complete electronic communications for security.
- Confirm FBI presenters/agenda.
- Escort foreign officials.
- Enter/edit meeting details in appropriate database or SharePoint site.
- Secure appropriate gifts for presentation to the dignitary by the FBI host.
- Generate table tents for seating.
- Secure/serve refreshments when appropriate.
Minimum Qualifications
- Top Secret/SCI security clearance (existing at time of application).
- U.S. citizen.
- Bachelor’s degree from an accredited institution.
- Minimum five (5) years of government experience in event planning, meeting coordination, and/or program management, or minimum three (3) years as a protocol affairs specialist/special events coordinator in private industry.
- Able to prioritize work assignments effectively and operate at all levels of the FBI, including the Director, heads of divisions and field offices.
- Able to exhibit complex organizational skills, multitask, and meet required deadlines.
- Able to communicate professionally, in writing and orally, and articulate the objectives and goals of IOD and policy related to foreign dignitaries.
- Able to solve complex problems and provide recommendations to internal and external stakeholders.
- Experience applying principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources.
- Able to communicate at all levels with proficiency and superior professionalism, including the entire FBI community, heads of foreign agencies, and foreign embassy counterparts.
- Exhibit professionalism, representing the FBI business professionally and demonstrating cultural respect.
- Required to follow the FBI’s policies and procedures for business attire and grooming standards.
Preferred Qualifications
- Five (5) years as a protocol officer in government or private industry, with special event planning and large‑scale conference coordination.
- Foreign language education or experience.
- Foreign/international affairs experience.
