Responsibilities

Keysight Technologies seeks a highly motivated and detail-oriented individual to serve as a dual-role Facility Security Officer (FSO) and Information System Security Officer (ISSO). This role ensures compliance with federal government security requirements for physical facilities and classified information systems under the National Industrial Security Program (NISP), Risk Management Framework (RMF), and other regulations. It combines physical, personnel, and information system security responsibilities to protect classified and sensitive information. The individual will support high-growth industries as part of the Aerospace, Defense, and Government Solutions (ADGS) business unit.

Key Responsibilities
Facility Security Officer (FSO) Duties
  • Manage compliance with 32 CFR Part 117, NISPOM, and other regulations
  • Oversee daily security operations, including visitor control, access, alarms, and training
  • Act as primary liaison with DCSA and cleared personnel
  • Conduct self-inspections for NISPOM compliance
  • Maintain facility clearance, prepare for DCSA inspections, and develop corrective actions
  • Perform Security Risk Assessments to identify and mitigate threats
  • Maintain site-specific Standard Practices and Procedures (SPP)
  • Support security needs and enhancement requests
  • Provide backup to Corporate FSO, including handling requests within DISS or NBIS
  • Serve as local POC for Communications Security (COMSEC) management
Information System Security Officer (ISSO) Duties
  • Ensure confidentiality, integrity, and availability of classified information systems per RMF, NIST SP 800-53, and DoD policies
  • Collaborate with ISSM and engineering teams on security controls and system monitoring
  • Support risk assessments, vulnerability scans, patching, and incident response
  • Manage user accounts, authentication, and access controls
  • Monitor logs, review security events, and report incidents
  • Provide security training and guidance to users and administrators
Skills and Attributes
  • Deep understanding of NISPOM, RMF, NIST, and DoD cybersecurity frameworks
  • Strong analytical, organizational, and communication skills
  • Ability to work independently and manage multiple security functions effectively
  • High integrity, discretion, and confidentiality as a team player
Qualifications
  • Clearance: Active or recent Secret clearance preferred; Top Secret or SCI eligibility is a plus
  • Education: Bachelor's degree in cybersecurity, information technology, security management, or related field (or equivalent experience)
  • Certifications (preferred): CDSE FSO Program Management, CISSP, Security+ or similar DoD 8570 baseline certifications
  • Experience: 3-5 years in industrial security, cybersecurity, or related roles; familiarity with eMASS, DISS, NISS, and security audits
