Job summary

DCS Corp is seeking a Facility Security Officer (FSO) to manage and implement the organization’s security program in line with NISP, DCSA requirements, and federal regulations. You will handle personnel, physical, information, and COMSEC security for classified contracts and coordinate with ISSM/ISSO on DoD cybersecurity safeguards.

The role requires U.S. Citizenship, a Secret clearance, and a strong track record in security program administration, with responsibilities spanning audits, SOP

Responsibilities

• Manage all aspects of the organization’s industrial security program as required by the NISPOM.
• Oversee personnel security processes including clearance initiation, continuous evaluation, tracking, and reporting.
• Conduct and document self-inspections, security audits, and internal reviews to ensure compliance.
• Develop, maintain, and update SOPs, security plans, and incident response processes.
• Liaise with DCSA, government customers, and internal leadership on classified contracts and facility accreditation.
• Coordinate with ISSM/ISSO to ensure DoD cybersecurity requirements are met.
• Oversee access control, storage, transmission, and physical security safeguards.
• Administer COMSEC accounts and material per NSA/DoD requirements.
• Handle, safeguard, distribute, destroy, and inventory COMSEC material.
• Investigate security violations and insider threat concerns.
• Prepare for and support DCSA assessments, inspections, and reviews.
• Deliver recurring security awareness training and ensure ongoing compliance.

Job description

The Facility Security Officer (FSO) is responsible for implementing and managing the organization’s security program in accordance with the National Industrial Security Program (NISP), Defense Counterintelligence and Security Agency (DCSA) requirements, and applicable federal regulations. This role ensures compliance with personnel security, physical security, information security, and COMSEC standards while supporting classified contract execution.

Essential Job Functions:

Manage all aspects of the organization’s industrial security program as required by the NISPOM.

Oversee personnel security processes including clearance initiation, continuous evaluation, tracking, and reporting.

Conduct and document self-inspections, security audits, and internal reviews to ensure compliance.

Develop, maintain, and update Standard Operating Procedures (SOPs), security plans, and incident response processes.

Serve as the primary liaison with DCSA, government customers, and internal leadership for matters involving classified contracts and facility accreditation.

Work closely with the ISSM on classified information systems in coordination with the ISSM/ISSO to ensure compliance with DoD cybersecurity requirements.

Oversee access control, classified storage, transmission procedures, and physical security safeguards.

Administer COMSEC accounts, equipment, and material in accordance with NSA and DoD requirements.

Ensure proper handling, safeguarding, distribution, destruction, and inventory of COMSEC material.

Investigate and report security violations, suspicious contacts, or potential insider threat concerns.

Prepare for and support DCSA assessments, government inspections, and contract security requirement reviews.

Deliver recurring security awareness training and ensure ongoing employee compliance.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

High school and 13 years’ experience or a Bachelor’s degree and 5+ years of industrial security experience or equivalent.

Must currently hold a Secret security clearance (TS/SCI preferred depending on future contract requirements).

Strong attention to detail, high integrity, and ability to manage sensitive information.

Excellent communication skills and ability to work with government agencies and internal leadership.

Required Training, Competencies, and Certifications:

FSO Training & Competency Requirements:

• Successful completion of DCSA FSO Program Management for Possessing Facilities (mandatory).
• Completion of DCSA Personnel Security, Physical Security, and Information Security training modules.
• Demonstrated competency in security program administration, classified contract management, and NISP compliance.
• Ability to interpret and apply NISPOM, ICDs, DoD manuals, and customer-specific security requirements.
• Strong understanding of insider threat, continuous evaluation, and reporting obligations.

COMSEC Training & Certification Requirements:

• Completion of NSA-approved COMSEC Custodian training (required for primary or alternate COMSEC custodians).
• Familiarity with EKMS/KMI policies, procedures, and accountability standards.
• Ability to manage COMSEC keying material, audit requirements, and secure device operations.
• Certification or documented proficiency in operating and safeguarding COMSEC-controlled communications equipment.
• Knowledge of incident reporting, COMSEC destruction procedures, and authorized user responsibilities.

Pay Range and Benefits

The proposed salary range for this position is:

Salary Range: $66,511 - $113,255
