Job summary

Phoenix International Holdings, Inc. is seeking a seasoned Facility Security Officer (FSO) to administer and oversee its Industrial Security Program in line with NISPOM, ICDs, and DCSA requirements.

You will manage the facility clearance, personnel security, and insider threat programs while coordinating with government and customer stakeholders. The role requires active TS clearance with SCI eligibility, a track record of managing SCIFs, and strong policy development and training skills.

Qualifications

  • 7+ years in Industrial Security, Personnel Security, or Special Security within a cleared defense contractor or U.S. Government environment.
  • 3+ years serving as an appointed Facility Security Officer (FSO).
  • Bachelor’s degree in related field desired.
  • Active Top Secret clearance with SCI eligibility.
  • Experience managing accredited SCIFs and knowledge of ICD 705.

Responsibilities

  • Administers the company’s Industrial Security Program per NISPOM (32 CFR Part 117), ICDs, DCSA guidance, and customer requirements.
  • Maintains facility clearance (FCL) and ensures compliance with government security requirements.
  • Manages personnel security processes including clearance processing, visit requests, indoctrinations, debriefings, reinvestigations, and insider threat reporting using DISS and related systems.
  • Develops, implements, and maintains SOPs, SOIs, Emergency Action Plans, and security policies.
  • Oversees SCIF operations, TEMPEST requirements, and customer accreditation standards.
  • Conducts self-inspections, vulnerability assessments, security audits, and corrective actions.
  • Coordinates DCSA security reviews, customer inspections, and government audits.
  • Administers Insider Threat Program and annual program assessments.
  • Delivers security education and awareness training for cleared personnel, subcontractors, and visitors.
  • Reviews and approves classified visit requests, courier authorizations, and classified meetings.
  • Ensures safeguarding, storage, transmission, and destruction of classified material.
  • Maintains classified document accountability and oversees COMSEC, secure storage, alarms, access controls, and IDS where applicable.
  • Coordinates with ISSMs/ISSOs, Cybersecurity, HR, Contracts, and Program Managers for compliant security.
  • Supports start-up activities by reviewing DD Form 254 and implementing security measures.
  • Maintains records in DISS, NBIS, NISS, and other government security databases.
  • Prepares reports and metrics for executive management on security posture.
  • Supports classified proposals and business development requiring security planning and facility assessments.
  • Maintains after-hours availability for security incidents and emergencies.

SUMMARY DESCRIPTION:

The Facility Security Officer (FSO) is responsible for administering and overseeing the company’s Industrial Security Program in accordance with the National Industrial Security Program Operating Manual (NISPOM), Defense Counterintelligence and Security Agency (DCSA) requirements, Intelligence Community directives, and customer security requirements. This position ensures the protection of classified information, Controlled Unclassified Information (CUI), personnel, facilities, and information systems while maintaining compliance with all applicable government regulations.

The FSO serves as the company’s primary interface with the DCSA, government customers, and internal leadership on all security matters. This position operates with minimal supervision and reports directly to the President.

CLASSIFICATION: Exempt (salaried)

DUTIES AND RESPONSIBILITIES:
  • Administers the company’s Industrial Security Program in accordance with the NISPOM (32 CFR Part 117), applicable Intelligence Community Directives (ICDs), DCSA guidance, and customer-specific security requirements.

  • Serves as the appointed FSO responsible for maintaining the facility clearance (FCL) and ensuring compliance with all government security requirements.

  • Manages all aspects of personnel security including clearance processing, visit requests, indoctrinations, debriefings, reinvestigations, adverse information reporting, insider threat reporting, and continuous vetting requirements using Defense Information System for Security (DISS) and other government security systems.

  • Develops, implements, and maintains Standard Operating Procedures (SOPs), Security Operating Instructions (SOIs), Emergency Action Plans, and security policies.

  • Manages daily operations of accredited Sensitive Compartmented Information Facilities (SCIFs), ensuring compliance with ICD 705, Telecommunications Electronics Material Protected from Emanating Spurious Transmission (TEMPEST) requirements, and customer accreditation standards.

  • Conducts self-inspections, vulnerability assessments, security audits, and corrective action plans to ensure continued compliance with DCSA and customer requirements.

  • Coordinates DCSA Security Reviews, customer inspections, and government audits while ensuring timely resolution of findings.

  • Administers the company’s Insider Threat Program, ensuring required training, reporting, documentation, and annual program assessments are completed.

  • Conducts initial, annual, and specialized security education and awareness training for cleared employees, subcontractors, and visitors.

  • Reviews and approves classified visit requests, courier authorizations, classified meetings, foreign travel notifications, and classified shipping in accordance with NISPOM requirements.

  • Ensures proper safeguarding, storage, transmission, accountability, reproduction, destruction, and inventory of classified material.

  • Maintains classified document accountability systems and oversees Communications Security (COMSEC), secure storage containers, alarm systems, access control systems, and intrusion detection systems where applicable.

  • Coordinates with Information System Security Managers (ISSMs), Information System Security Officers (ISSOs), Cybersecurity personnel, Human Resources, Contracts, and Program Managers to ensure integrated security compliance.

  • Supports contract start-up activities by reviewing DD Form 254 requirements and implementing appropriate security measures.

  • Maintains records within DISS, National Industrial Security System (NISS), NBIS (as applicable), and other government security databases.

  • Prepares reports, metrics, and presentations for executive management regarding security posture, compliance, and program effectiveness.

  • Supports classified proposal efforts and business development activities requiring security planning and facility capability assessments.

  • Maintains after-hours availability for security incidents, alarms, inspections, or emergency situations as required.

JOB REQUIREMENTS:
  • Minimum 7 years of progressively responsible experience in Industrial Security, Personnel Security, or Special Security within a cleared defense contractor or U.S. Government environment.

  • Minimum 3 years serving as an appointed Facility Security Officer (FSO).

  • Bachelor’s degree in related field desired.

  • Possession of an active Top Secret security clearance with the ability to obtain and maintain SCI eligibility.

  • Demonstrated experience managing accredited SCIFs and working knowledge of ICD 705 requirements.

  • Thorough knowledge of:

  • Proficiency with Microsoft Office Suite including Word, Excel, Outlook, PowerPoint, and SharePoint.

  • Excellent written and verbal communication skills with the ability to interact professionally with government representatives, executive leadership, auditors, and employees.

  • Demonstrated ability to interpret government regulations and implement compliant security policies and procedures.

  • Strong organizational skills with the ability to prioritize multiple projects in a fast-paced environment.

  • Ability to conduct security briefings, develop training materials, and deliver presentations to employees and customers.

  • Ability to travel up to 15% , including occasional overnight travel to customer locations or government facilities.

  • Eligibility to serve as the company’s appointed FSO under NISPOM requirements.

  • Ability to obtain and maintain all required government security clearances and special accesses.

  • Ability to lift up to 25 pounds , perform periodic facility inspections, and access secure areas throughout the facility.
