Job summary

U.S. Fleet Forces Command seeks a Facility Operations Specialist to manage planning, budgeting, and provisioning of facilities services for a diverse workforce within NAVAVNFCSTCEN. You will supervise the GPC program, coordinate with Public Works and NAVFAC Mid‑Atlantic, and develop maintenance programs for ongoing operations.

You must be a U.S. citizen, able to obtain security clearance, pass pre‑employment checks, and travel as required.

Qualifications

Summary

You will serve as a FACILITY OPERATIONS SPECIALIST in the OFFICE OF THE COMMANDING OFFICER DIVISION of NAVAVNFCSTCEN.

Duties

• You will plan, program, budget, coordinate, direct, and establish policy necessary for the provisioning of a broad range of facilities-related services for a diverse workforce.
• You will supervise the Purchasing Agent for the Government Purchase Card Program for the Command, to include inventory controls, property utilization, and distribution.
• You will evaluate and initiate changes and improvements to services, analyze effectiveness and economy of services provided, determine the need for additional services, and develop recommendations for improved program operations.
• You will perform technical review of work requests for the supported facilities.
• You will perform onsite facility inspections and identify maintenance and repair requirements; prepare work and cost estimates for complete conventional projects of limited scope or portions of large diverse projects.
• You will oversee the daily facility operations, ensuring all engineering problems are properly reported; maintaining a total maintenance program including equipment inventory, preventive maintenance programs, work reception and customer support.
• You will develop annual and long-term comprehensive program of facility maintenance and repair for assigned facilities.
• You will determine the priority for the maintenance, repair and improvement of facilities.
• You will modify plans as required to respond to changes in material and/or structural conditions, including unpredictable demands for services and the need for unscheduled or emergency maintenance due to worn and overtaxed facilities.
• You will serve as the Command’s primary point of contact and liaison with Naval Facilities Engineering Command Mid‑Atlantic Region and installation Public Works officials for all minor construction, repair projects, and housekeeping functions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience developing annual and long‑term comprehensive programs of facility maintenance, structural repairs, space optimization, and space utilization layouts (such as developing 3‑to‑5‑year Facility Master Plans).
• Experience acting as the primary point of contact and technical liaison to regional public works commands (e.g., NAVFAC or installation Public Works), coordinating with professional engineers, architects, and contractors, and managing contract performance.
• Experience performing technical reviews of work requests, conducting physical building inspections, preparing project cost estimates, and establishing multi‑year facilities operating budget requirements.
• Experience managing installation or command‑level Anti‑Terrorism and Force Protection (ATFP) programs, managing physical security risk assessments, and ensuring compliance with DoD/DoN force protection directives.
• Experience overseeing supply programs, property accountability, and the execution of Government Purchase Card (GPC) programs.
• Experience overseeing preventive and corrective equipment maintenance frameworks, such as the Navy's Maintenance and Material Management (3M) program, to achieve high equipment readiness levels.
