Job summary

Summary

We are seeking an experienced Facility Operations Manager to oversee the efficient, economical, and safe operation of South Dakota Developmental Center. The ideal candidate will have a strong background in managing highly regulated environments where compliance audits are frequent and critical. Supervisory experience is preferred. This position requires extensive knowledge of technology systems, as well as familiarity with Life Safety Code, National Electric Code, ADA Standards, ICF/IID Physical Environment Regulations, HVAC and electrical applications.

Licenses and Certifications

Water Distribution Class 1, Wastewater Collection Class 1, and Stabilization Pond certification (or the ability to obtain within the first year of employment).

The Ideal Candidate Will Have
  • bachelor's degree in a related field is preferred.

  • Regulatory Compliance: Life Safety Code, National Electric Code, ADA Standards, and ICF/IID Physical Environment Regulations.
  • Project Management Principles: Budgeting, scheduling, quality control, and resource allocation for construction and renovation.
  • Technical Specifications: Technical writing methods for Requests for Proposals (RFPs) and construction bid packages.
  • Facility Systems: Integrated building systems including electrical, mechanical, plumbing, and structural frameworks.
  • Technology Platforms: Specialized software for Building Management Systems (BMS), Computerized Maintenance Management (CMMS), access control, networked surveillance, and fleet/travel tracking.
  • Document Architecture, Blueprint reading, facility mapping, schematic design, and maintenance record-keeping.
Skill to
  • Supervision & Leadership: Interviewing, hiring, training, directing, and evaluating subordinate personnel.
  • Performance Management: Conducting performance appraisals and executing disciplinary procedures.
  • Vendor Management: Monitoring contractor performance, drafting technical specs, and auditing contract compliance.
  • Financial Management: Tracking operational budgets, analyzing expenditures, and auditing purchase orders.
  • Operational Planning: Designing and execution of preventative maintenance schedules for facility infrastructure.
  • Technical Communication: Reviewing and approving complex blueprints, construction documents, and engineering specifications.
Ability to
  • Strategic Collaboration: Partner with administrative leadership to align future facility modifications with organizational goals.
  • Conflict Resolution: Address staff behavioral or performance problems and manage leave and scheduling requests equitably.
  • Stakeholder Relations: Represent the facility professionally during high-level meetings with State, county, and local agencies.
  • Operational Continuity: Protect the core mission of the facility from disruptions during active construction projects.
  • Cross-Agency Liaison: Act as an effective intermediary between facility staff and the Bureau of Information and Telecommunications.
  • Resource Optimization: Maintain continuous availability of operational supplies and equipment under budget constraints.
