Job Description - FACILITY MANAGER (NEX/MWR) (250001EG)

Job Summary: Serves as Facility Manager responsible for Navy Exchange/Morale Welfare and Recreation (MWR) infrastructure.

Duties and Responsibilities:

  1. Plans, develops, and implements capital improvement projects for NEX/MWR facilities, including scope, specifications, plans, and cost estimates, ensuring safety and environmental compliance.
  2. Manages all projects, overseeing phases of construction contracts, ensuring quality, and negotiating with A&E firms and contractors.
  3. Provides technical guidance in procurement, construction, maintenance, equipment, vehicles, safety, and environmental standards.
  4. Develops and administers budgets for equipment and maintenance, including procurement scheduling.
  5. Coordinates maintenance and repairs, manages manpower and materials, and reviews operational expenses.
  6. Implements preventive maintenance programs for equipment and vehicles.
  7. Ensures proper accountability of materials and supplies, and manages project materials and equipment.
  8. Prepares and analyzes performance and financial reports related to budget, productivity, and compliance.
  9. Maintains relationships with PWD, NAVFAC, ROICC/OICC, and other departments to ensure efficient operations.
  10. Administers energy conservation and emergency recovery programs.
  11. Supervises staff, manages staffing, training, and safety programs, and handles personnel evaluations and discipline.
  12. Performs other related duties as assigned.

Experience Requirements:

- 3 years of general experience in maintenance, operations, or property management, or equivalent trade experience.

- 1 year of relevant academic study or technical training may substitute for up to 9 months of experience.

- 3 years of specialized experience in construction/renovation coordination, procurement, maintenance management, supervision, or similar fields.
