Job summary

Adams County Colorado seeks a Senior Project Manager to lead Fleet and Facilities initiatives, mentor staff, and drive continuous improvement across capital programs. The incumbent oversees complex projects from initiation through closeout, ensuring value, compliance, and sustainable practices aligned with county plans.

You will collaborate with diverse stakeholders, review contracts, coordinate procurement, and develop long-range capital plans while modeling county values and public service

Qualifications

• Five+ years of progressively responsible project management experience on a variety of facilities projects.
• Two+ years mentoring/leading a team of Project Managers.
• Experience with sustainability/LEAN or similar efficiency programs preferred.
• Knowledge of ADA, building codes, and contracting laws.

Responsibilities

• Develops project initiation documents including cost estimates, charters, and management plans.
• Coordinate with stakeholders to identify facility needs and develop long-range capital plans.
• Prepare and review procurement documents and support procurement for contractors, goods, and services.
• Manage engineering studies, master plans and construction projects from initiation through closeout.
• Monitor and ensure capital programs align with County vision and master plans.
• Prepare reports/presentations for hearings and leadership reviews.
• Provide oversight and guidance to the project management team.
• Review contracts, plans, and specs for compliance with codes and requirements.
• Approve change orders and pay requests from consultants and contractors.

Job description

The Senior Project Manager serves as a key leadership role within Fleet and Facilities, providing mentorship to team members, and driving excellence and continuous improvement in project delivery. The incumbent oversees facility capital programs and a wide range of complex projects from initiation through completion. The incumbent is expected to model Adams County's values and workplace norms by fostering collaboration, accountability, innovation, integrity, exceptional public service, and responsible stewardship of county facilities and resources.

• Develops project initiation documents, including cost estimates, charters, and management plans.
• Coordinates with County-wide stakeholders to identify facility needs and develop long-range capital plans.
• Prepares and reviews procurement documents and supports the procurement process for contractors, goods, and services.
• Manage engineering studies, master plans and construction projects from initiation through closeout.
• Manages facility capital programs, ensuring they provide maximum value and are aligned with the County’s vision and master plans.
• Prepares reports and presentations for public hearings, study sessions, and reporting to multiple County departments and leadership.
• Provides oversight, guidance, and support to the project management team.
• Reviews contracts, plans and specifications for compliance with appropriate building codes and project requirements.
• Reviews and approves contract change orders and pay requests from professional consultants and contractors.
• Monitors and facilitates resolution of construction contract disputes and claims.
• Monitors construction contract close-out and maintains documentation files.
• Assists in development of new standards of practice for project management activities.
• Collaborates with and supports the Facilities Maintenance and Operations functions with collaboration, assistance, leadership, and technical expertise as required.
• Integrates sustainable practices in projects and identifies new opportunities to decrease the County’s environmental impact.
• Collaborates with and sets a positive example in developing and maintaining a sustainable culture within the county.
• Performs other related duties and responsibilities as required.

• Knowledge of facilities planning and construction management processes and procedures.
• Knowledge of, and ability to implement, best management practices for large construction programs.
• Knowledge of estimating, budgeting, and scheduling practices.
• Knowledge of the Americans with Disabilities Act (ADA), building codes, regulatory requirements, and general standards of practice for construction.
• Knowledge of laws governing construction contracts and contracting.
• Knowledge of construction materials and methods.
• Demonstrate understanding and application of sustainable, energy efficient, and other environmentally sensitive practices.
• Highly experienced in developing procurement documents for design/consulting services, construction, furniture, fixtures, and equipment.
• Highly skilled at defining/assessing project scopes; facility programming and space planning.
• Broad and practical understanding of construction means/methods.
• Ability to strategically plan facility needs, see the “big picture”, and anticipate future space demands.
• Excellent communication and presentation skills, working and communicating with all organizational levels and project stakeholders, both orally and in writing.
• Advanced knowledge of Microsoft Office applications, construction estimating budgeting software, and project management software.
• Highly skilled in reading and interpreting plans and specifications.
• Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Experience:

• A minimum of five (5) years of progressively responsible experience in project management or a closely related field, on a wide range and number of small to moderate commercial facility projects and building types, including managing design and specialty consultants, general contractors and subcontractors, furniture, fixtures, and equipment vendors, are required.
• This includes a minimum of two (2) years of mentoring and/or leading a team of Project Managers.
• Experience with sustainability and energy management initiatives, LEAN practices, or similar efficiency focused programs is preferred.

Education & Training:

• A Bachelor’s degree in project management, Business Administration, Architecture, Engineering, Construction Management or a closely related field.
• A Master’s degree may substitute for two (2) years’ required experience except for mentoring/lead/supervisory experience.
• An equivalent combination of education and experience may be substituted on a year-for-year basis for the bachelor's degree.
• Without a degree, applicants must possess a minimum of nine (9) years’ relevant experience, two of which must be in a mentor/lead/supervisory capacity.

License or Certificate:

• Possession of a valid CO Driver’s License with no restrictions or ability to obtain within thirty (30) days of hire.
• Certification in Construction Management, Project Management, Program Management, LEED, or similar is a plus.
