GENERAL DEFINITION OF WORK:

The Facilities Master Technician is the highest level position in the facilities maintenance career progression. This position performs advanced diagnostic, repair, and system-level work across the building trades and requires either considerable demonstrated on-the-job experience, professional licensure in one or more trades, or both. In addition to technical mastery, the Facilities Master Technician serves as a lead worker directing facilities crews on assigned projects and serves as backup to the Facilities Director, assuming supervisory responsibility in the Director’s absence.

ESSENTIAL FUNCTIONS AND DUTIES:

• Perform advanced diagnostics, repair, and system-level work on complex building systems, including HVAC equipment and controls, electrical distribution, plumbing systems, and building automation.
• Perform licensed and permitted trade work within the scope of licenses held and in accordance with applicable state and local code.
• Serve as lead worker: plan, assign, schedule, and inspect the work of facilities crews on assigned projects and daily work orders.
• Serve as backup to the Facilities Director and assume supervisory responsibility for the facilities staff in the Director’s absence.
• Oversee contractors and vendors performing work at County facilities; monitor work for scope, quality, schedule, and code compliance.
• Review and interpret blueprints, schematics, specifications, and code requirements; assist in scoping projects and estimating materials, labor, and cost.
• Develop, implement, and maintain preventative maintenance programs and schedules for County buildings and equipment.
• Train and mentor Facilities Maintenance Technician I and II staff; identify skill gaps and recommend training to the Facilities Director.
• Assist in preparing cost estimates, purchase requests, and specifications for materials, equipment, and contracted services.
• Ensure that work performed complies with OSHA requirements, state building codes, and County safety policy.
• Maintain records, maintenance logs, permits, warranty documentation, and inspection records.
• Respond to emergency maintenance situations and direct the County response to building system failures.
• Assist in the development of standard operating procedures for building and grounds maintenance.
• Participate in snow and ice removal operations, including plow operation and crew assignment.

QUALIFICATIONS AND REQUIREMENTS:

• Expert knowledge of the principles and practices of building construction, maintenance, and repair across multiple trades.
• Expert knowledge of mechanical, plumbing, electrical, and HVAC systems, including diagnosis of complex or intermittent failures.
• Thorough knowledge of applicable building, electrical, plumbing, and mechanical codes and of permitting and inspection requirements.
• Thorough knowledge of OSHA and workplace safety requirements applicable to building maintenance and construction.
• Ability to read, interpret, and work from blueprints, schematics, and technical specifications.
• Ability to plan, assign, direct, and inspect the work of others.
• Ability to oversee contracted work and hold vendors to scope and standard.
• Ability to estimate materials, labor, and cost for maintenance and construction projects.
• Ability to establish and maintain effective working relationships with associates, elected officials, other agencies, contractors, and the general public.
• Comparable training and experience may be substituted for the minimum qualifications.

EDUCATION AND EXPERIENCE:

• High school diploma or equivalent; completion of a trade school program or registered apprenticeship is preferred.
• A minimum of seven (7) years of progressively responsible experience in building maintenance, construction, or the skilled trades; ten (10) or more years is preferred.
• Possession of a Journeyman or Master license in plumbing, electrical, or HVAC is strongly preferred.
• In the absence of licensure, considerable demonstrated on-the-job experience with documented expertise across multiple trades will be considered.
• Prior lead worker or supervisory experience is preferred.

PHYSICAL REQUIREMENTS:

A facilities maintenance position requires the ability to stand and walk for extended periods (up to 8 hours per shift), often on concrete floors, uneven terrain, or outdoor surfaces. The individual must be able to lift and carry items weighing up to 75 pounds on a regular basis, including tools, equipment, bags of material (e.g., mulch, salt), and maintenance supplies. With assistance from others or with mechanical aids (e.g., dollies, carts, hoists), lift or move items weighing up to 200 pounds. Tasks may involve transporting equipment across varying terrain, loading and unloading supplies from vehicles, and installing or removing facility fixtures. Must be able to safely maneuver heavy items in confined spaces or overhead when necessary, using proper body mechanics and safe lifting practices. Must have the ability to bend, stoop, and kneel to access tight spaces above and below ground level. Manual dexterity and coordination are important for handling tools and equipment; physical stamina is necessary for performing tasks over long periods. This role involves working at heights (must be able to climb ladders) and driving County owned vehicles between locations on a daily basis, so comfort and safety in these situations is required.

SPECIAL REQUIREMENTS:

• Possession of a valid Driver's License.
• Experience in snow removal and plow operation is desired.
• This position requires the employee to be on-call periodically and during adverse weather.
• Must maintain any trade licenses held as a condition of continued employment in this classification.
