We are seeking a Facilities Manager to support our customer’s operations in Fairbanks, Alaska. This effort provides our Government customer with satellite mission data technical and administrative support services. This position will be on-site and will require an active Secret Clearance.

Responsibilities:

  • Direct operation, inspection, scheduled and unscheduled maintenance, repair, and preservation of FCDAS buildings, infrastructure, grounds, utilities, and facility-support equipment.
  • Manage electrical generation and distribution, generators, UPS systems, switchgear, HVAC, plumbing, fire protection, life-safety systems, BAS and controls, structural systems, roads, drainage, vehicles, fuel systems, custodial services, grounds maintenance, and snow and ice removal.
  • Operate facilities systems to support satellite operations 24 hours per day, 365 days per year and maximize availability of critical operations power and HVAC systems.
  • Establish and manage preventive and predictive maintenance programs, equipment inspections, condition assessments, work orders, service requests, repair planning, and maintenance standards.
  • Ensure emergency, urgent, and routine service requests are properly classified, staffed, documented, and completed within required response times.
  • Direct use of the CMMS and BAS to schedule work, monitor alarms, maintain equipment histories, analyze trends, and document maintenance and corrective actions.
  • Develop and maintain the Facilities Maintenance Plan, Building Operating Plan, emergency procedures, equipment records, system drawings, operating checklists, and facility reference materials.
  • Prepare facilities progress reports addressing work orders, preventive maintenance, repairs, outages, alarms, safety events, energy performance, quality inspections, and facilities metrics.
  • Conduct or oversee design-document reviews, energy studies, construction inspections, condition evaluations, value-engineering reviews, and capital-improvement project coordination.
  • Coordinate facility work by NOAA, the U.S. Army Corps of Engineers, subcontractors, utilities, equipment manufacturers, and other third parties.
  • Ensure facilities personnel possess all required licenses, certifications, training, and technical qualifications.
  • Lead facilities response to severe weather, utility outages, equipment failures, snow and ice events, emergency repairs, and restoration of critical services.

FCDAS facilities must support satellite operations continuously, maximize critical power and HVAC availability, and satisfy defined emergency, urgent, and routine service-response requirements.

Qualifications

Education and Certifications:

  • A Bachelor’s degree from an accredited college or university.

Required Experience:

  • At least 10 years of progressively responsible facilities operations and maintenance experience in an industrial, technical, Government, data-center, utility, aerospace, or other mission-critical environment.
  • At least 5 years of experience as a Facilities Manager, Chief Engineer, Plant Manager, Maintenance Manager, or equivalent supervisor responsible for a multidisciplinary facilities workforce.
  • At least 5 years of experience managing electrical distribution, emergency generators, UPS systems, switchgear, HVAC, BAS and automatic controls, plumbing, fire protection, or life-safety systems.
  • At least 3 years of experience managing facilities that operate continuously or directly support 24x7 mission, communications, data-processing, or critical-infrastructure systems.
  • At least 5 years of experience developing and managing preventive and predictive maintenance programs, including equipment inspections, maintenance standards, condition assessments, work orders, and maintenance histories.
  • At least 3 years of experience using a CMMS, BAS, advanced-metering system, or comparable maintenance and facility-control platform to manage work, analyze trends, and improve reliability.
  • At least 3 years of experience managing emergency maintenance response, utility outages, equipment failures, temporary repairs, technician callout, and restoration of critical services.
  • At least 3 years of experience interpreting construction drawings, specifications, electrical single-line diagrams, equipment manuals, and other design or record documents.
  • At least 3 years of experience coordinating facility renovations, capital-improvement projects, specialty subcontractors, utilities, or construction contractors.
  • At least 2 years of experience supporting facilities in Arctic, extreme-cold, remote, or similarly demanding conditions is preferred.
  • Working knowledge of applicable OSHA, NFPA, NEC, NESC, ASHRAE, environmental, building, mechanical, plumbing, and life-safety requirements.
  • Ability to obtain and maintain the Department of Commerce suitability determination and any investigation required for responsibility over critical infrastructure.

The employee will continuously be required to repeat the same hand, arm, or finger motion many times. Manual and finger dexterity are essential to this position. Specific vision abilities required by this job include close, distance, depth perception and telling differences among colors. The employee must be able to communicate through speech with clients and public. Hearing requirements include conversation in both quiet and noisy environments. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement of up to 20 pounds. This position demands tolerance for various levels of mental stress.
