The Facilities Management Director will be responsible for assisting with the daily functions of the Facilities Management Department including providing safe and healthy buildings for County operations, overseeing building maintenance and renovation, strategic planning, and leading departmental staff to meet County-wide facility goals.

Supervisory Responsibilities:

Supervises one or more employees in the Facilities Management Department. Responsible for the overall direction, coordination, and evaluation of these employee(s). Carries out supervisory responsibilities in accordance with the county’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employee(s); planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Ensures County buildings and facilities are safe and healthy for occupants.
  • Provides strategic planning for acquisition, development, management, and operation of County facilities.
  • Administers facility capital improvement programs and master plans.
  • Coordinates construction, renovation, repair, and maintenance of County facilities.
  • Manages building security, energy efficiency, and sustainability efforts.
  • Oversees departmental budgets, expenditures, and cost-saving initiatives.
  • Develops project scopes, budgets, schedules, and cash flow analyses.
  • Provides property management services including space planning and leasing.
  • Negotiates construction, design, and lease contracts for County buildings.
  • Ensures compliance with relevant building codes and jail standards.
  • Maintains communication with County officials on building and construction updates.
  • Represents the County on boards, committees, and with external partners.
  • Manages support services including mailroom, reprographics, and event setup.
  • Oversees parking operations and employee/public access.
  • Performs other duties as assigned.

Knowledge, Skills, & Abilities:

  • Excellent customer service and communication skills, both verbal and written.
  • Ability to work in a fast-paced environment.
  • Must be able to stay organized and know how to prioritize the workload.
  • Ability to work independently and as part of a team.
  • Competency with computers and Microsoft Office 365 Suite.
  • Expertise in building operations, construction management, budgeting, and regulatory compliance.
  • Working knowledge of construction methods and means.
  • Working knowledge of commercial building systems, building codes, day-to-day building operations. Strong leadership, negotiation, and decision-making skills.
  • Possess a thorough understanding of facilities management principles, functions and processes.
  • Ability to comprehend and use building construction documents, communicate clearly and concisely, estimate construction costs and deadlines accurately.
  • Strong leadership, communication, and problem-solving skills.
  • Proven ability to manage large-scale projects and drive operational efficiency.
  • Bachelor’s degree, Facilities Management, Engineering, Business Administration, or a related field
  • Minimum of 10 years of progressive experience in facilities management and/or construction, with at least 5 years in a leadership role.

Preferred Requirements:

  • Master’s degree

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. While performing the duties of this position, the incumbent is regularly required to walk, sit, stand, bend, stoop, grasp, lift, reach, pull and push. This position may require overtime, rotating shifts, nights, weekends, and holiday work. Candidates must have the ability to pass a criminal background investigation prior to employment.
