Job summary

Urban Engineers, Inc. is seeking Geotechnical/Facilities Inspectors to support construction management and inspection for new facility projects in Central and Eastern Pennsylvania.

This client-facing role provides daily field oversight on behalf of the transit agency, ensuring contractor compliance with specifications and approved plans. The position requires 10–15 years of inspection experience, PA license, OSHA 30, and proficiency with field documentation platforms; NICET III/IV or engineering

Qualifications

  • 10–15 years of construction inspection experience, geotechnical, transit, or heavy civil projects preferred.
  • PennDOT or transit agency inspection experience highly preferred.
  • NICET III/IV or engineering degree (or equivalent) required.
  • Valid PA driver’s license and OSHA 30.
  • Proficiency with field documentation platforms (ECMS, PPCC, CDS NextGen, KAHUA, Procore).

Responsibilities

  • Lead daily inspection of site work including foundations, structural steel, building envelope, MEP, and transit systems.
  • Interpret contract documents; issue field clarifications in coordination with the design engineer.
  • Oversee QA/QC materials testing; coordinate independent labs.
  • Maintain detailed daily inspection reports, photographs, and diaries per PennDOT/client standards.
  • Track RFIs, submittals, NCRs, and change orders; recommend corrective actions.
  • Review contractor pay applications against verified quantities installed.
  • Serve as primary contact between contractor, transit agency client, and PennDOT BPT staff.
  • Support commissioning/startup of specialty systems and close-out documentation.

Job description

Job Summary

Urban is seeking Geotechnical/Facilities Inspectors to support the construction management and inspection team on new facility projects in Central and Eastern Pennsylvania. This is a client-facing consultant role providing daily field oversight on behalf of the transit agency/grantee, ensuring contractor compliance with specifications, approved plans, and applicable transit facility standards.

Job Responsibilities
  • Lead daily inspection of construction activities: sitework, foundations, structural steel, building envelope, MEP, and specialty transit systems (bus lifts, fueling/CNG or EV charging infrastructure, wash bays, vehicle exhaust extraction)
    • Interpret contract documents and specifications; issue field clarifications and resolve constructability issues in coordination with the design engineer
    • Oversee QA/QC materials testing (concrete, soils, steel/welding); coordinate independent testing labs
    • Maintain detailed daily inspection reports, photographic documentation, and diaries per PennDOT/client standards
    • Track RFIs, submittals, NCRs, and change orders; recommend corrective action
    • Review contractor pay applications against verified quantities installed
  • Serve as primary point of contact between contractor, transit agency client, and PennDOT BPT project staff
    • Support commissioning/startup of specialty systems and close-out/as-built documentation
Job Requirements
  • 10-15 years of construction inspection experience; geotechnical, transit, industrial, or heavy civil/vertical building project experience strongly preferred
  • Prior PennDOT and/or transit agency (SRTA, CAT, SEPTA, PRT, etc.) inspection experience highly preferred
  • NICET Level III or IV in Highway/Transportation Construction, engineering degree, or equivalent
    • Valid PA driver's licence
    • OSHA 30-Hour Construction certification
    • Proficient with field documentation platforms (e.g., ECMS, PPCC, CDS NextGen, KAHUA, Procore)
    • NECEPT Concrete and/or Bituminous certification; ACI certification
    • Experience with bus/rail fleet facility construction, specifically with geotechnical, building, and MEP experience
    • Familiarity with utility coordination (PPL, Verizon, UGI, or similar) for large facility service upgrades
Work Environment

Field-based at the project site; exposure to outdoor conditions in all weather; ability to walk uneven terrain, climb ladders/scaffolding, and stand for extended periods.
