Facilities - CM Project Manager (Rail/Transit)

Herndon, VA – Full‑time / Regular

Position Summary

Project team member responsible for: (1) providing construction project oversight for rail/transit clients using knowledge of general engineering and construction principles and practices to interpret, organize, coordinate, communicate and execute assignments as necessary to accomplish the goals and objectives defined by the client, (2) ensuring work is performed and completed in strict accordance with the contract documents, (3) acting as a technical advisor to the Owner and other team members, (4) teaching and mentoring less experienced engineers and other team members, and (5) other tasks as may be required.

Responsible for delivering for assigned projects including scope, schedule and budget.

Compensation for this position is 110,000.00 - 176,800.00, commensurate with experience, education and certifications. The provided range is a good faith estimate based on the requirements described within the job description. Essential Functions and Responsibilities

• Develop Project Management Plans (PMP) for assigned projects
• Provide construction management oversight during all phases of the project
• Create and maintain project schedules
• Prepare and update cost estimates and maintain project budgets
• Assist in performing constructability reviews
• Prepare and respond to contractor letters as it relates to Notice of Impact, change in directives, claim merits, non‑compliance notices, etc.
• Develop and implement project‑specific QA programs
• Prepare and submit monthly progress reports and meeting minutes and distribute to attendees no later than one (1) week after the meeting
• Manage sub‑consultants and technical resources
• Coordinate and interface with the client and project team
• Remain familiar with plans, specifications, construction schedules, and contractor’s plans on assigned contracts, the Project Management Plan (PMP), and current safety regulations in order to be knowledgeable of the project team
• Provide subject‑matter expertise and support development of design and construction contract documents (including solicitation documents). Development of bridging documents, proposal evaluations, and award recommendations as needed.
• Provide technical analysis and review of all requests for changes submitted by the design consultant and/or construction contractor
• Assign other technical and administrative personnel appropriate for the scope and general level of effort required to meet the performance commitments
• Prepare, monitor and update schedules and budgets
• Review and approve contractor invoicing
• Prepare client invoices
• Participate in client presentations
• Coordinate and assist Section Heads, Office Managers, and Service Line Leaders with marketing proposals
• Lead and manage team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meetings, coaching) that supports the growth and development of the team

Required Experience

• 15+ years’ experience in a construction related discipline
• Registered Professional Engineer in VA, MD, or DC
• Experience with Microsoft 365 including Power BI, and Procore

Preferred Experience

• CCM or PMP certificate
• LEED AP
• OSHA Certifications
• Experience working with city, county, state or federal governmental agencies
• Project management and business development experience
• Experience with various project delivery methods i.e. Design‑Bid‑Build, Design‑Build, P3
• Experience managing multidiscipline project teams

Working Conditions

Work is performed in both an office and field (construction) environment. Office to field time is approximately 25% to 75% respectively. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required.
