Position summary: Responsible for performing quality assurance/control inspections of RBIR Mechanical programs in accordance with the technical specifications. Depending on the work areas available, and the number of contracts issued for each work area, inspections may be performed consecutively or sequentially. The construction inspectors shall prepare daily inspection reports (IDR) documenting construction progress, monitor the program compliance with plans, specifications, and other contract provisions, maintain daily logs of inspection work and review discrepancies or changes.


Essential Functions and Responsibilities



  • Review contract plans, specifications, contractors' schedules and plans, applicable safety regulations, and current shop and working drawings relative to assigned contract duties to be knowledgeable about the contractors' obligations/plans/schedule

  • Understands and comply with the current Metrorail Safety Rules and Procedures Handbook (MSRPH)

  • Oversee inspections of the Metrorail tunnels and shafts currently in the scope to determine the quality of workmanship and materials used. Ensure means and methodologies conform to the contract documents and applicable state and federal codes and requirements

  • Observe work operations for compliance with applicable safety regulations

  • Observe and recognize unsafe practices, and where appropriate, request their correction by the contractors' on-site representative

  • Document daily construction activities on electronic and/or hardcopy reports, as instructed by the CM. Record on Daily Inspection Reports equipment, quantities of materials, as noted in the schedule of values, and change order work under respective Pending Change Order (PCO) numbers on a daily basis

  • Monitor contractors' actual progress against scheduled progress and record on Daily Inspection Reports

  • Record contractors' job-site equipment and manpower

  • Conduct Substantial Completion Inspections and Final Acceptance Inspections

  • Prepare punch-lists or worklists in areas of assigned responsibility before Substantial Completion Inspections

  • Monitor and record correction of construction deficiencies

  • Monitor Crew Support Personnel (CSP), Track Access and Switch Orders using General Order and Track Right Authorization System (GOTRS), and WMATA Equipment and work train requests and coordination

  • Perform on-site material testing (as required)

  • Reports on project status and communicates with client's internal stakeholders

  • Perform other related tasks assigned by leadership


Nonessential functions and responsibilities



  • Perform other related duties as assigned






Required Experience

  • A minimum of seven (7) years of experience in construction engineering and inspection and testing for large infrastructure projects with a minimum of five (5) years related mechanical rehabilitation projects

  • Ability to read and interpret contract documents, including complex plans, specifications, and shop drawings

  • Experience with welding, non-destructive testing, and concrete testing as applicable

  • Certification in general building construction, inspection, or code enforcement from the American Construction Inspector's Association or other similar association or regulatory governmental organization

  • Experience with Microsoft Office 365

  • Physical ability to access any of the locations and perform a hands-on inspection, if required

  • Must have previous field experience

  • OSHA 10-hour Construction certification

  • Written and communication skills


Preferred Experience



  • Familiarity with WMATA design criteria and standards

  • Proficiency in Primavera P6, Microsoft Project, and Procore


Working Conditions


Work is performed within a general office environment 95% of the time. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.


Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
