Job summary

Aleut Federal, LLC is seeking a dedicated Facility Security Officer in Colorado Springs to manage enterprise industrial-security programs across cleared entities and facilities. The FSO will protect classified information, oversee personnel security, and interface with DCSA, DOE/NNSA, customers, and leadership.

• Bachelor's degree and 7+ years of progressively responsible industrial-security experience, including at least five years supporting the National Industrial Security Program.
• Demonstrated experience as an FSO or senior AFSO for multiple cleared entities.
• Working knowledge of 32 CFR Part 117, FCL/FOCI, KMP, personnel security and security reporting.
• Hands-on experience with DISS, NISS, and NBIS/eApp; ability to learn DOE e-FOCI, SSIMS, and customer systems.

Responsibilities

• Supervise and direct security measures required by 32 CFR Part 117, DOE directives, and cognizant security guidance for each assigned entity and facility.
• Maintain current facility profiles, FCL records, KMP listings, and related documentation in required systems.
• Identify, validate, and report changed conditions involving ownership, control, or reportable matters within deadlines.
• Coordinate FCL sponsorships, upgrades, downgrades, reciprocity actions, transfers, and terminations with DCSA and DOE/contract personnel.
• Maintain separation of records and reporting obligations across subsidiaries and facilities.
• Manage end-to-end personnel security lifecycle including investigations, indoctrination, and access updates.
• Review SF-85/SF-86 submissions for completeness and compliance.
• Operate and maintain access to security systems (DISS, NISS, NBIS/eApp, e-FOCI, SSIMS, Jira).
• Coordinate DOE access-authorization, badging, and reinvestigation actions with DOE/NNSA security office.

Job description

The Facility Security Officer (FSO) is Aleut Federal's single enterprise owner for the industrial security programs of separately cleared legal entities and facilities supporting Department of Defense (DoD) and Department of Energy (DOE) requirements. Based in Colorado Springs, where most assigned facility clearances are located, the FSO maintains facility-clearance eligibility, protects classified information, manages personnel security and agency reporting, and serves as the primary interface with DCSA, DOE/NNSA security organizations, government customers, and internal leadership. Other facilities may be added and may require limited travel.

The individual is separately appointed as FSO for each applicable entity and recorded as Key Management Personnel when required. Centralized accountability does not merge the entities; appointments, CAGE codes, facility clearances, contracts, personnel relationships, records, and reporting remain entity-specific.

Essential Duties and Responsibilities

Facility Clearance, FOCI, and Governance

• Supervise and direct the security measures required by 32 CFR Part 117, DOE directives, contract security requirements, and cognizant security authority guidance for each assigned entity and facility.
• Maintain current, entity-specific facility profiles, FCL records, KMP listings, exclusion actions, governance documents, organizational information, and supporting evidence in NISS, e-FOCI, SSIMS, and other required systems.
• Identify, validate, and report changed conditions involving ownership, control, foreign interests, legal name, address, physical location, KMP, organizational structure, business operations, or other reportable matters within the applicable agency deadline.
• Coordinate FCL sponsorships, upgrades, downgrades, reciprocity actions, transfers, terminations, and classified-contract registration with DCSA, DOE/NNSA, contracting personnel, customers, Legal, Contracts, and executive leadership.
• Maintain clear separation of records, appointments, contract authority, personnel relationships, and reporting obligations across subsidiaries, CAGE codes, facilities, and cognizant agencies.

Personnel Security and Access

• Manage the end-to-end personnel security lifecycle, including clearance verification, relationship or ownership actions, investigation initiation, fingerprint coordination, questionnaire review, status monitoring, eligibility and access updates, indoctrination, briefings, debriefings, visit requests, and access removal.
• Review SF-85/SF-86 and related submissions for completeness and procedural compliance without directing an applicant to omit, alter, or misrepresent information.
• Operate and maintain authorized access to DISS, NISS, NBIS/eApp, e-FOCI, SSIMS, Sign In Compliance, Jira, and agency- or contract-specific security systems.
• Coordinate DOE access-authorization, badging, reciprocity, reinvestigation, and termination actions with the responsible DOE/NNSA security office; distinguish DOE access authorization from DoD national security eligibility and contract/site access.
• Partner with Recruiting, HR, project leadership, and employees to meet internal processing timelines, including Aleut's 24-hour clearance-verification response expectation, while protecting PII and security records.

Classified Contracts and Security Controls

• Review DD Form 254s, DOE F 470.1 Contract Security Classification Specifications, DOE F 470.2 Facility Data and Approval Records, security clauses, classification guidance, and customer direction to translate requirements into operational controls.
• Coordinate security requirements for prime contracts, subcontracts, consultants, classified visits and meetings, special and caveated access, CAC/PIV or agency credentialing actions, and contract closeout.
• Maintain and implement facility-specific security procedures and plans; confirm whether a facility is possessing or non-possessing and apply only the controls authorized for that facility.
• Coordinate safeguarding, transmission, marking, destruction, emergency protection, incident response, and physical-security controls when applicable to the authorized facility and contract scope.

Training, Reporting, and Insider Threat Support

• Develop, deliver, track, and retain evidence of initial, annual, role-specific, foreign-travel, threat-awareness, counterintelligence, reporting, debriefing, and special-access training and briefings.
• Receive, assess, document, elevate, and report adverse information, suspicious contacts, foreign contacts and travel, potential compromises, cyber-related security events, insider-threat indicators, and other reportable conditions through the correct entity and agency channel.
• Serve as an integral member of the insider threat program and support the ITPSO with information integration, inquiries, mitigation, reporting, training, and records while protecting privacy and limiting access to need-to-know.
• Coordinate with Legal, HR, IT/Cybersecurity, Contracts, leadership, and law enforcement or government security representatives during security inquiries and investigations.

Assessments, Records, and Program Performance

• Continuously evaluate the security program and conduct formal self-inspections at least annually for each applicable cleared facility; document findings, corrective actions, closure evidence, management briefings, and required certifications.
• Lead preparation for DCSA and DOE/NNSA reviews, surveys, vulnerability assessments, interviews, data requests, corrective actions, and follow-up; ensure timely, complete, and internally consistent responses.
• Maintain complete, accurate, access-controlled security records in the designated system of record in accordance with applicable retention requirements and Aleut policy.
• Establish workload, timeliness, training, data-quality, reporting, and corrective-action metrics; brief material risks, overdue actions, and decisions to the SMO and EED leadership.
• Direct and quality-check work performed by AFSOs, security specialists, and external support personnel; delegate administrative processing without delegating the FSO's assigned accountability.

Authority and Accountability

• Acts as the principal company point of contact for assigned DCSA and DOE/NNSA industrial-security matters and government security reviews.
• May suspend or withhold company-granted access, visits, processing, or security approval when eligibility, need-to-know, training, documentation, safeguarding, or reporting requirements are not satisfied.
• Escalates actual or potential loss, compromise, missed reporting, FCL jeopardy, KMP gaps, or contract-start risk immediately to the appropriate SMO and executive owner.
• Requires corrective action and closure evidence for material security deficiencies within assigned authority.

Minimum Qualifications

• Active Top Secret national security eligibility at the time of appointment; ability to obtain and maintain DOE Q access authorization and any special or caveated access required by assigned work.
• Bachelor's degree and at least seven years of progressively responsible industrial-security experience, including at least five years supporting the National Industrial Security Program; an equivalent combination of education and directly relevant experience may be considered.
• Demonstrated experience serving as an FSO, senior AFSO, or comparable industrial-security lead for multiple cleared entities, CAGE codes, or facilities.
• Working knowledge of 32 CFR Part 117, FCL and FOCI processes, KMP requirements, personnel security, security reporting, self-inspections, government reviews, DD Form 254 administration, and classified-contract closeout.
• Hands‑on experience with DISS, NISS, and NBIS/eApp; ability to learn and operate DOE e-FOCI, SSIMS, and customer‑specific systems.
• Ability to exercise independent judgment, protect sensitive personnel and security information, manage competing agency deadlines, and communicate directly with senior leaders and government officials.

Required Training

Documented completion of the DOE Facility Security Officer Overview Course before hire.

Documented completion of the CDSE Insider Threat for Industry Curriculum INT311.C before hire.

• Maintain all recurring, agency-specific, system-access, insider-threat, derivative-classification, and special-access training required for assigned duties.

Preferred Qualifications

• Experience managing both DCSA-cognizant and DOE/NNSA facility clearances, including reciprocity and FOCI/KMP actions.
• Experience supporting non-possessing and possessing facilities, special access programs, SCI nominations, COMSEC, NATO, CNWDI, or Restricted Data requirements, as applicable.
• Industrial Security Professional (ISP), Security Fundamentals Professional Certification (SFPC), Industrial Security Oversight Certification (ISOC), or comparable security credential.
• Experience leading security reviews, formal self‑inspections, corrective‑action programs, process improvement, and security metrics across a geographically dispersed organization.

Working Conditions

Work is primarily performed in an office environment and may require extended computer use, secure handling of sensitive records, participation in private interviews or government reviews, and travel to company or customer locations.
