The Technical Program Manager will lead the planning, execution, and delivery of multiple concurrent application development and operations initiatives while serving as a trusted advisor to the customer. This individual will play a key role in aligning technical solutions to mission needs, delivering high-quality outcomes, and contributing to program growth through business development support.

  • Lead and manage multiple small to mid-sized technical projects across application development and operations environments.

  • Elicit and translate customer requirements into clear, actionable user stories and backlog priorities, and communicate them to the SCRUM team—comprised of software developers, product owners, and product managers—to drive effective sprint execution and delivery.

  • Own all aspects of project execution, from concept through implementation, including scope definition, scheduling, resource planning, and delivery oversight.

  • Prepare and deliver executive-level briefings, presentations, and periodic status reports to both internal leadership and customer stakeholders.

  • Ensure all contract deliverables are completed in accordance with requirements, quality standards, and company policies.

  • Oversee technical direction across the full Software Development Life Cycle (SDLC), including design, development, testing, and deployment.

  • Manage project risks, issues, and dependencies, ensuring timely resolution and communication to stakeholders.

  • Support business development efforts by identifying follow-on opportunities and contributing to solution positioning and customer engagement strategies.

  • 3+ years of experience in a customer-facing role, with direct interaction with external clients or stakeholders

  • Demonstrated experience managing multiple concurrent technical projects in a fast-paced environment

  • Experience leading cross-functional or matrixed teams (developers, engineers, analysts)

  • Strong presentation and communication skills, with the ability to effectively brief senior leadership and customers

  • Experience with project management methodologies (Agile, Scrum, Waterfall, or hybrid)

  • Proven ability to manage schedules, deliverables, and performance in alignment with contract requirements

  • Experience identifying and supporting follow-on business or growth opportunities within existing programs

  • Background in application development, systems integration, or IT operations environments

  • Experience developing Statements of Work (SOWs), Basis of Estimates (BOEs), and managing project financials

  • Strong stakeholder management skills with the ability to influence customer priorities and drive adoption of technical solutions
