Job description

Allegheny Science & Technology (AST) is seeking an Export Authorization Analyst to support the Grid Deployment Office (GDO) within the Department of Energy. This position is 100% remote nationwide and will support EST standard business hours (8:00 – 5:00 PM EST). The individual selected for this role will work on the issuance of DOE’s Export Authorizations. Responsibilities include reviewing authorization applications and drafting legal documents.

The Grid Deployment Office aims to develop electric infrastructure across the country by maintaining and upgrading generation facilities, developing high-capacity transmission lines, and deploying related infrastructure and technologies. GDO collaborates with states, Tribes, territories, industry, and communities to lower energy costs and enhance grid reliability and resilience.

GDO also evaluates applications for Electricity Exports to ensure that proposed exports do not impair the sufficiency of the U.S. electric power supply or hinder the coordinated use of the power network.

Duties and Responsibilities:
  • Analyze, draft, and route Export Authorization decisions.
  • Review applications and relevant documents, assisting the Federal Permitting Team to ensure sufficient generating resources are demonstrated.
  • Draft internal memorandums, Federal Register Notices (FRNs), and other documents.
  • Develop drafts of application transmittal letters, orders, and decision memos.
  • Manage document editing, routing, and publishing related to export authorizations.
  • Serve as liaison between the FPP team and the website management contractor, coordinating updates and audits.
  • Create communication materials for external engagement related to EA work.
Required Qualifications:
  • Bachelor’s degree in a related field and at least 7 years of relevant experience, or additional experience in lieu of a degree.
  • Experience drafting energy-related decisions or orders at FERC, State Public Utility Commissions, or related entities.
  • Strong communication, legal writing, copy-editing skills, and the ability to convey information concisely.
  • Knowledge of electricity markets and power marketing companies.
  • Experience with internal routing and approvals under tight deadlines.
Other Qualifications:
  • U.S. Citizenship is required.

The pay range is $95,000 - $115,000 based on experience and qualifications.
