Job summary

Celestar Corporation seeks an Expert Targeting Analyst to support INSCOM under APOGEE. Location is Springfield, Virginia with an active TS/SCI clearance.

The role focuses on developing targets, target systems, and all-source intelligence products for joint engagements. The ideal candidate has extensive experience in geospatial analysis and the Joint targeting cycle, with a strong background in GEOINT tools and intelligence processes.

Qualifications

• Master's or higher in Remote Sensing, Cartography, Geography, or related field.
• 10+ years of current Intelligence Analysis experience.
• BA/BS in related field with 15+ years of Intelligence Analysis experience.
• HS diploma/GED with 20+ years of Intelligence Analysis experience.

Responsibilities

• Develop targets and target systems for joint lethal and/or non-lethal engagements.
• Develop target nominations, create database records, and database target intelligence products.
• Produce all-source analytic damage estimates and battle damage assessments and assist with combat assessment requirements.
• Conduct collateral damage estimation, perform target list management, target strategy development, and provide joint target intelligence support to deliberate and dynamic target engagements.
• Provide recommendations for target prioritization to achieve commander objectives for plans and operations.
• Provide database nominations, create and update database and upload TMs into databases.

The primary place of performance will be Springfield, Virginia. Education/Experience

• MA or MS in Remote Sensing, Cartography, Geography, or related field AND 10 years CURRENT Intelligence Analysis experience; OR
• BA/BS degree in Remote Sensing, Cartography, Geography, or related field AND at least 15 years of Intelligence Analysis experience; OR
• HS diploma/GED AND Specialized Training with at least 20 years of Intelligence Analysis experience.

Qualifications

• Relevant experience should be in the field of remote sensing, Geospatial analysis, all-source analysis.
• Experience should include at least 5 years working supporting the Joint targeting cycle.
• Understanding of the Intelligence Cycle, Collection Management Cycle, Targeting Cycle, and supporting intelligence analytic techniques; understanding of Intelligence Support /Role in the MDMP.
• Expert level research and writing skills.
• Expert knowledge of GEOINT software including RemoteView, SOCET GXP, DIEE, or ArcGIS.
• Experience with photogrammetric principles and techniques.
• Experience in overseeing and executing target development standard as defined in JP 3-60 and CJCSI 3370.01D.
• Training and expert knowledge in basic, intermediate, and advanced target development.
• Current/active TS/SCI clearance.

Desired Qualifications / Skills

• GPC-II Imagery Certification.
• Experience with commercial visualization software.
• Experience with MS Office suite of tools.
• Experience presenting at community forums and symposiums.
• Completion of related Army (or service equivalent) 35/350G, 12Y/125D, or 35F/350F military occupational specialty school.
