Job summary

Celestar Corporation seeks an Expert Risk Mitigation Specialist to support the DIA China Mission Group task order. The primary place of performance will be the National Capital Region (NCR).

The role emphasizes risk assessments, FOCI mitigation, and governance reporting to senior leadership. The ideal candidate has extensive analytic leadership, a TS/SCI clearance with CI polygraph adjudicated within the last five years, and a strong background in defense risk management and compliance.

Qualifications

• Demonstrates ability to define problems, supervise studies and lead surveys to analyze data and provide solutions.
• Analytic leadership and expertise in developing and executing analytic production methodologies.
• Active TS/SCI Clearance with a CI polygraph adjudicated within the last 5 years.

Responsibilities

• Performs risk assessments, internal control testing, corrective action plan development and execution for FOCI-related programs.
• Coordinates multiple reports, including the annual statement of assurance, and curates risk data for governance reviews.
• Reviews and evaluates business operations to support FOCI mitigation strategies and compliance.
• Generates executive summaries for senior leaders and supports strategic decision making.
• Monitors DoD/ DCSA guidance for FOCI programs and documents mitigation performance and workload metrics.
• Oversees emplaced mitigation and collects security data on entities as required.

Responsibilities

• Performs risk assessments, internal control testing, corrective action plan development and execution, and other risk management-related activities associated with business processes and systems necessary for the integrated development and execution of foreign ownership, control, and influence management strategies.
• Helps coordinate multiple reports, including the annual statement of assurance, and continuously curates risk management related data to support DIA governance using, among other solutions, the ServiceNow Integrated Risk management and strategic portfolio management software applications.
• Performs reviews, special analyses, studies, and evaluations of the business operations requirements necessary for the integrated development of foreign ownership, control, or influence (FOCI) mitigation strategies.
• Helps coordinate multiple reports and generates executive summaries for senior-leader decision makers.
• Applies broad DoD policy and DCSA direction for the FOCI program by monitoring performance reports on workload and utilization or other statistical documentation to ensure compliance with FOCI policies and emplaced mitigation plans.
• Performs oversight and monitoring functions related to emplaced mitigation, to include the collection of legal business entities’ security data.
• Prepares detailed correspondence on FOCI matters and conducts outreach engagements.

Required Qualifications / Skills

• Minimum 20 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
• Minimum of a Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
• Education Substitution: In accordance with the SIA3 IDIQ labor category requirements, the Government may, at its sole discretion, accept additional relevant experience performing substantially similar duties in lieu of a specified degree requirement. Candidates lacking the stated degree are encouraged to apply if they possess extensive directly related experience. This substitution does not apply to licenses, certifications, clearances, or other requirements mandated by law, regulation, or Government policy.
• Demonstrates ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.
• Demonstrates analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft and techniques aligned with labor category mission.
• Active TS/SCI Clearance with a CI polygraph (adjudicated within the last 5 years).
