Job summary

HII Mission Technologies in Colorado Springs, CO seeks an Exercise Intelligence Planner (Mission Assurance 5). You will serve as the central point for synchronizing all COCOM-level exercise planning efforts, ensuring coordination of objectives, timelines, and resources across NORAD/NORTHCOM and partner agencies.

You will develop and maintain the Master Scenario Events List, deconflict schedules, inject narratives, apply JOPP and HSEEP, conduct risk assessments, and produce after-action reports

Qualifications

  • 15+ years of relevant experience with a degree, or 19 years with HS diploma and equivalent experience.
  • 9+ years in exercise planning, integration, or military operations at high level.
  • 10+ years in military intelligence operations with C2 systems and asset allocation.
  • Experience developing exercise intelligence scenarios aligned to campaign or OPLANs.
  • Proven capability coordinating intelligence support for large-scale exercises, including IPB and ISR synchronization.
  • Expertise in JOPP, HSEEP, and MSEL development.
  • Proven ability deconflicting schedules, resources, and storylines across multi-domain exercises.
  • Deep knowledge of homeland defense and contingency operation planning.
  • Strong written and verbal communication skills; ability to brief senior leadership.
  • Active TS/SCI clearance required.

  • Monitor live exercise execution and provide real-time guidance to controllers.
  • Produce assessment reports and lessons-learned briefs for senior leadership.
  • Integrate emerging doctrine and advanced warfighting tech into training scenarios.

Summary

Join our HII Mission Technologies team in Colorado Springs, CO as an Exercise Intelligence Planner (Mission Assurance 5). In this role, you will serve as the central point for synchronizing all COCOM-level exercise planning efforts, ensuring functional areas and participating units are aligned with the overall exercise design. You’ll deconflict resources and storylines to create cohesive, realistic training that prepares U.S. and allied forces for complex missions.

What You Will Do
  • Lead integration of exercise planning across NORAD/NORTHCOM J7, J2, J3, J4, J5 and external agency partners to synchronize objectives, timelines, and resources.
  • Develop and maintain the Master Scenario Events List (MSEL), injecting operational narratives that drive exercise realism.
  • Deconflict training schedules, simulation injects, and resource allocations to eliminate overlap and ensure seamless execution.
  • Facilitate collaboration among functional leads, subordinate units, and interagency representatives to validate requirements and priorities.
  • Apply the Joint Operational Planning Process (JOPP) and HSEEP methodologies to scenario development, force planning, and after-action reviews.
  • Conduct mission analysis and risk assessments to inform scenario design and recommend mitigations.
  • Prepare detailed exercise support plans, synchronization matrices, and logistics documentation.
  • Monitor live exercise execution, capture real-time data, and provide immediate corrective guidance to exercise controllers.
  • Produce comprehensive assessment reports and lessons-learned briefs for senior leadership.
  • Integrate emerging doctrine, tactics, and advanced warfighting technologies (e.g., cyber, EW, space) into training scenarios.
What You Must Have
  • 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
  • 9 + years of experience in exercise planning, integration, or military operations at a Combatant Command or Major Command level.
  • 10+ years of experience in military intelligence operations, collection management, or all-source analysis across joint or service-level organizations, with demonstrated understanding of intelligence C2 systems and collection asset allocation processes.
  • Demonstrated experience developing exercise intelligence scenarios and scripts, including researching applicable campaign and operations plans (OPLANs/CONPLANs) and aligning exercise events with these plans to ensure operational relevance and prepare forces for real-world complex operations.
  • Proven experience coordinating intelligence support for large-scale military exercises or operations, including intelligence preparation of the battlefield (IPB), collection planning, ISR synchronization, and analytical production activities.
  • Demonstrated expertise in JOPP, HSEEP, and MSEL development.
  • Proven track record deconflicting schedules, resources, and storyline injects across multi-domain exercises.
  • In-depth knowledge of strategic and operational-level planning for homeland defense and contingency operations.
  • Exceptional written and verbal communication skills, including briefings to senior leadership.
  • Active TS/SCI clearance required.
Preferred Requirements
  • Prior service as an Exercise Intelligence Planner at a Combatant Command HQ (e.g., NORTHCOM, EUCOM, CENTCOM).
  • Military service in a J5 or J7 planning staff role.
Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
