Mission Technologies, a division of HII, seeks a Cyber Information Operations Planner to craft and synchronize IO capabilities supporting U.S. Cyber Command. You will shape information operations across PSYOP, EW, OPSEC, DDA, and PA to support joint cyber missions.

Qualifications

  • 5+ years IO planning experience supporting cyber or information campaigns

  • Thorough understanding of Joint Publication 3-13.2 and CYBERCOM planning processes
  • Proven ability to draft operational orders and IO annexes under tight timelines
  • Excellent written and oral communication, briefing Flag officers or SES leaders
  • U.S. citizenship with active TS/SCI clearance, CI Polygraph ability

Responsibilities

  • Develop IO annexes and integration plans for cyber operations, synchronizing PSYOP, EW, OPSEC, DDA, and PA
  • Analyze adversary information environments and recommend tailored disruption or influence strategies
  • Coordinate with intelligence, planning, and targeting cells to refine IO objectives, effects, and assessment criteria
  • Lead IO-focused wargames, red-team exercises, and simulations to test plans and TTPs
  • Draft and deliver briefings, directives, and staff summaries for senior leaders
  • Serve as liaison to PSYOP and cyber exploitation units for cross-domain integration
  • Monitor and report campaign effectiveness and incorporate lessons learned
  • Mentor junior planners and contribute to IO doctrine and best practices

Job Description

Join HII Mission Technologies as an Cyber Information Operations Planner (Strategic Planner 3-4) and play a pivotal role at the heart of U.S. Cyber Command. You will craft and synchronize IO capabilities—ranging from psychological operations and electronic warfare to ops security and counter‑propaganda—to shape the information environment and support joint cyber missions. If you’re a strategic thinker with combat‑capable planning experience, this is your opportunity to drive multi‑domain IO campaigns that safeguard our nation’s critical networks.

Essential Job Responsibilities
  • Develop IO annexes and integration plans for cyber operations, ensuring seamless synchronization of PSYOP, EW, OPSEC, DDA, and PA activities
  • Analyze adversary information environments and recommend tailored disruption or influence strategies
  • Coordinate with intelligence, planning, and targeting cells to refine IO objectives, effects, and assessment criteria
  • Lead IO-focused wargames, red‑team exercises, and simulations to stress‑test plans and validate tactics, techniques, and procedures (TTPs)
  • Draft and deliver briefings, directives, and staff summaries for senior leaders and joint force commanders
  • Serve as the primary liaison to PSYOP and cyber exploitation units, both service and coalition, to facilitate cross‑domain integration
  • Monitor and report campaign effectiveness, incorporating lessons learned into iterative planning cycles
  • Mentor junior planners and contribute to professional development programs on IO doctrine and best practices
Minimum Qualifications

Level 3 = 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.

Level 4 = 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.

  • 5+ years of direct IO planning experience supporting joint or service‑level cyber or information campaigns
  • Bachelor’s degree in Cybersecurity, International Relations, Strategic Studies, or related field
  • Thorough understanding of Joint Publication 3‑13.2 (Information Operations) and CYBERCOM planning processes
  • Proven ability to draft operational orders, fragmentary orders, and detailed IO annexes under tight timelines
  • Exceptional written and oral communication skills, with track record of briefing Flag officers or Senior Executive Service (SES) leaders
  • U.S. citizenship with active TS/SCI security clearance required, with ability to obtain a CI Polygraph
Preferred Requirements

  • Component‑level OPSEC course
  • Master’s degree in National Security Studies, Cyber Operations, or related discipline
  • Prior experience on USCYBERCOM J39 or Service IO staff
  • Military background in IO, intelligence planning, or cyber planning, including one or more of the following MOS/AFSC/Rating codes:
    • Army: ASI P4/3H; FA30
    • Navy: Information Warfare Officer (1810)
    • Air Force: 14F/FX
    • Marine Corps: 0550 (Psychological Operations Officer); 0520, 0521 (Psychological Operations Marine)
  • Hands‑on experience with IO tool
  • Familiarity with DoD cyberspace policy, OPSEC Planner Experience, and DDA planning
  • Demonstrated leadership in joint or coalition exercises and live operations
