The role oversees core administrative and business functions and represents CAHF and QCHF with stakeholders.

Qualifications

  • Bachelor's degree required in business/public/nonprofit management or related field.
  • 7–10 years of progressive executive or senior leadership experience.
  • Experience leading multiple operational functions including HR, finance, and administration.
  • Strong strategic planning, leadership, and performance management.

Responsibilities

  • Partner with the President/CEO in developing and implementing organizational strategy and priorities.
  • Lead execution of strategic initiatives and ensure organizational goals are achieved.
  • Oversee HR, IT, facilities, compliance, risk management, and administrative services.
  • Represent CAHF and QCHF with members, partners, industry organizations, and stakeholders.
  • Develop and maintain organizational policies, procedures, and internal controls.
  • Support budgeting in collaboration with the CFO and monitor resource alignment.
  • Ensure governance with bylaws and board policies and support committees.

CAHF seeks a dynamic Executive Vice President/Chief Operating Officer to help advance the association's mission through strategic leadership and operational oversight

The Executive Vice President/Chief Operating Officer (EVP/COO) is a key member of the executive leadership team, reporting directly to the President/CEO. The EVP/COO provides strategic and operational leadership to ensure the successful implementation of organizational priorities and achievement of strategic goals. The position oversees core administrative and business functions, while fostering organizational excellence and supporting effective governance, member service, and long-term organizational success.

MAJOR DUTIES AND RESPONSIBILITIES
Leadership & Strategy
  • Partner with the President/CEO in developing and implementing organizational strategy and priorities.
  • Lead execution of strategic initiatives and ensure organizational goals are achieved.
  • Provide leadership, direction, and accountability for policy directors and operational functions.
  • Serve as a strategic advisor on organizational structure, culture, workforce planning, and change management.
  • Act on behalf of the President/CEO as delegated.
Operations & Administration
  • Direct the day-to-day operations of CAHF and QCHF and ensure efficient, effective, and compliant business practices.
  • Oversee human resources, information technology, facilities, compliance, risk management, and administrative services.
  • Develop and maintain organizational policies, procedures, and internal controls.
  • Review and approve contracts, expenditures, and other operational matters within delegated authority.
Financial & Organizational Stewardship
  • Partner with the President/CEO and CFO in development and oversight of organizational budgets and financial resources.
  • Monitor organizational performance and ensure resources are aligned with strategic goals.
  • Support business development initiatives, including programs that enhance member value and generate non-dues revenue.
Governance & External Relations
  • Ensure organizational compliance with bylaws, board policies, and applicable nonprofit governance standards.
  • Support the Board of Directors and designated committees.
  • Represent CAHF and QCHF with members, business partners, industry organizations, and stakeholders.
  • Support collaborative relationships with national association and other affiliated organizations.

QUALIFICATIONS
  • Bachelor's degree in business administration, public administration, nonprofit management, or a related field.
  • 7-10 years of progressive executive or senior leadership experience.
  • Experience leading multiple operational functions, including human resources, finance, administration, and organizational operations.
  • Demonstrated experience in strategic planning, organizational leadership, and performance management.
  • Experience in understanding financials and budgets.
  • Knowledge of California employment practices and nonprofit governance.
  • Strategic and analytical thinker with sound judgment and leadership presence.
  • Proven ability to lead diverse teams and manage complex organizational systems.
  • Strong written and verbal communication skills.
  • Demonstrated ability to troubleshoot.
  • High level of integrity, discretion and professional judgment.
  • Ability to manage multiple priorities with competing deadlines.
Preferred Qualifications
  • Certified Association Executive (CAE) designation.
  • Experience in a trade association, membership organization, healthcare organization, or nonprofit environment.
  • Experience working with a volunteer governance structure.
LOCATION

The position is based in Sacramento, CA. Hybrid schedule available after first 90 days.
