Job summary

U.S. Northern Command is seeking an executive support specialist for the Strategy, Policy and Plans Directorate (J5). You will support senior leaders, prepare staff reports, and deliver briefings that summarize complex analyses.

Job description

he primary purpose of this position: To serve as an executive support specialist, Strategy, Policy and Plans Directorate (J5), Headquarters North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM).

ADDITIONAL CONDITIONS OF EMPLOYMENT

Position is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

Work may require employee to drive a government motor vehicle. A valid driver's license is required for this position. PCS paid by the Gaining Unit.

This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. The incumbent may be required to take part in test alerts and practice exercises.

Mobilization-key position is a key position under the provisions of AFI 36-202, civilian mobility.

SPECIALIZED EXPERIENCE
  • Working with missions, organization, and work processes of programs throughout the command, and the relationships of administrative support activities,
  • Preparing clear staff reports and deliver briefings to senior leaders to encourage understanding and acceptance of findings and recommendations,
  • Using qualitative and quantitative methods to evaluate efficiency, effectiveness, and productivity of administrative and management support programs,
  • Analytical ability to discern short, medium, and long-term effects of changes in organizational practices, procedures, and policies, and to effectively analyze various components of operations as part of the integrated whole.
OR EDUCATION

Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION

I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present findings/recommendations for senior leader decision making.
  • Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies for improvement in the effectiveness and efficiency of program operations.
  • Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Joint Service and DOW organizations.
  • Knowledge of information, physical, and personnel security concepts, principles, and practices to plan and implement internal security programs.
  • Ability to communicate effectively with tact and diplomacy to advocate command positions; to explain programs, functions, and activities and gain understanding logically and effectively of the organization's efforts.
