Job summary

Xenia Rural Water District in central Iowa is seeking a seasoned CEO/General Manager to lead day-to-day operations and guide strategic direction for a multi-county water utility serving thousands of customers. The candidate will work with the Board to set policy, manage budgets, and oversee a team of managers across the district.

The role requires at least ten years of managerial experience, strong leadership, and deep knowledge of public water systems, with a focus on fiscal oversight,

Qualifications

• Minimum of ten years of increasingly responsible managerial/administrative experience.
• Thorough knowledge of public water supply systems.
• Strong leadership and supervisory abilities.
• Experience working with a board of directors.
• Understanding of rate setting and cost of service.
• Excellent communication skills.
• Knowledge of federal/state rules for water utilities.
• Ability to collaborate with other water systems and agencies.

Responsibilities

• Oversee annual operating and capital budget preparation and administration.
• Lead long-range planning and goal setting.
• Advocate on federal, state, and local regulations.
• Supervise district management team.
• Ensure compliance with laws and regulations.
• Oversee consultants and contracted services.
• Coordinate water purchase and sales agreements.
• Represent district in intergovernmental activities.
• Build relationships with customers, regulators, partner utilities, elections officials, and stakeholders.
