Job summary

State of Maryland’s Insurance Division seeks a Director of the State’s Insurance Program. Lead, manage, and oversee all activities to protect the State Insurance Trust Fund and procure the State’s commercial insurance programs.

Ensure regulatory compliance, loss control, and litigation oversight with cross-agency collaboration. The role requires strategic leadership, government experience, and expertise in self-insurance and claims management; on-site Annapolis office with Executive Service

Qualifications

• Bachelor’s degree from an accredited four-year college or university.
• Minimum of 5 years in management, preferably in governmental operations and/or commercial insurance.
• Understanding of self-insurance, claims processing, and litigation.
• Knowledge of State Government and Maryland Tort Claims Act.
• Experience researching, interpreting, applying and auditing laws/regulations.

Responsibilities

• Lead the State’s Insurance Program within the Insurance Division.
• Procure all 55+ commercial insurance programs to protect the Trust Fund.
• Ensure compliance with State laws and regulations; oversee loss control and litigation.
• Provide policy development, statewide regulations, and testimony before the General Assembly.
• Collaborate with State agencies and Attorneys General offices; oversee transition and settlement authority.
