Job Title

Responsible for the functions of Human Resources. Responsible foradministering institutional personnel policies and practices forstaff and faculty, including but not limited to employee and/orlabor relations, organizational development, benefits, compensation, and employment. Develops policy and directs andcoordinates human resources activities, such as employment,compensation, labor relations, benefits, training, and employeeservices. Serves as Title IX/Equity Coordinator including Title VI,Title VII, and Section 504 Compliance and responsible for assuringdissemination of grievance procedures, investigating complaints,and monitoring Title IX training for staff and students. Reportsdirectly to the vice president for finance and administrativeservices.

Work Schedule

Full Time. The standard work week is Mondaythrough Friday, 8:00 AM to 5:00 PM. Exempt professionals, areexpected to maintain a flexible schedule to ensure allresponsibilities and collegiate needs are met, including occasionalwork outside of core business hours.

Duties and Responsibilities
  • Supervises and evaluates the associate director of humanresources.
  • Responsible for Title IX compliance and Title IX stafftraining.
  • Oversees the benefits provided to staff ensuring the most costeffective available and in compliance with all applicable legalrequirements.
  • Ensures that college functions including: Staff recognitionawards ceremony and new staff orientation are conducted effectivelyand efficiently.
  • Develops, coaches and/or mentor’s subordinate staff.
  • Establishes and controls an annual budget.
  • Represents management in negotiating collective bargainingagreements.
  • Advises on the administration of labor agreements and thehandling of grievances, and complaints.
  • Consults legal counsel to ensure that policies comply withfederal and state law.
  • Conducts in the investigation and resolution of charges againstalleged discrimination and misconduct.
  • Provides support in all aspects of the employee relationsfunction and administers programs designed to establish andmaintain effective employee relations through the uniform andequitable application of organization policies and procedures.
  • Analyzes wage and salary reports and data to determinecompetitive compensation plan.
  • Writes directives advising department managers of companypolicy regarding equal employment opportunities, compensation, andemployee benefits.
  • Develops and maintains a human resources system that meets topmanagement information needs.
  • Oversees the analysis, maintenance, and communication ofrecords required by law or local governing bodies, or otherdepartments in the organization.
  • Responsible for planning, implementing, and monitoringpractices and procedures related to recruitment and employment forall segments of the college.
  • Develops, recommends, and writes job descriptions, jobevaluations, and compensation procedures.
  • Responsible for maintaining employee information tracking onthe college’s HRIS.
  • Processes, creates, and maintains new positions for new hiresusing the college’s HRIS.
  • Studies legislation, arbitration decisions, and collectivebargaining contracts to assess industry trends.
  • Responsible for establishing staff development opportunitiesfor educational support personnel and administrative staffincluding mandatory updates on such policies as sexual harassmentas well as professional development workshops.
  • Contributes to the college’s accreditation efforts, includingthe overall Middle States accreditation and any program specificaccreditation standards.
  • Develops and maintains an operations manual.
  • Performs other duties and responsibilities as may beassigned.
Required Qualifications
Education
  • Bachelor’s degree from an accredited institution or Associate’s degree with 10 years human resources experienceincluding three or more years at the management level.
Certifications
  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PAChild Abuse History, Act 114 FBI Clearance Fingerprinting)
Work Experience
  • Minimum of ten years’ experience as a human resourcesgeneralist with three or more years’ experience at the managementlevel required.
  • Experience writing directives advising department managers ofcompany policy regarding equal employment opportunities,compensation, performance improvement plans and employeebenefits.
  • Hands-on experience leveraging enterprise-level HRIS solutions(e.g., Workday, Ellucian Banner) to support HR operations andreporting.
  • Demonstrated experience in developing and implementingpolicies, procedures and benefit programs.
  • Demonstrated knowledge of relevant governmental regulations andlaws.
  • Demonstrated experience of conducting employee relatedinvestigations regarding discrimination and harassmentcomplaints.
Knowledge, Skills, Abilities
  • Excellent communication and human relations skills.
  • Ability to relate effectively and diplomatically with alllevels of personnel at the college, Trustees, and outsidecontacts.
  • Ability to understand and utilize the college’s human resourcesinformation systems
  • Must possess a high level of the following work skills andbehaviors: teamwork/cooperation, initiative, customer service, andcommitment to continuous professional growth in skills andknowledge.
Preferred
  • Master’s degree from an accredited institution.
  • Experience conducting employee complaint investigations.
  • SHRM Certification
  • Bilingual (Spanish)
Physical Demands
  • Ability to effectively communicate, perceive, and exchangeinformation with colleagues and stakeholders.
  • Operate, handle, or feel objects, tools, or controls usinghands, arms, or adaptive equipment.
  • Ability to safely lift, transport, or move objects up to 15 lbsregularly and up to 25 lbs occasionally.
  • Vision capabilities sufficient to view screens, read printedmaterials, and observe work environments (with or without assistivedevices).
