Job Summary
This role is responsible for leading the financial foundation ofthe College and supporting and advising other administrators anddepartment heads in the accomplishment of organizational goals andobjectives. This position is also responsible for providingcollaborative financial management leadership for the College,ensuring its short and long-term fiscal health, overseeing thebusiness practices, and ensuring that the budget is linked to andsupports the College's strategic plans.
This leadership position is also responsible for leading thefinancial planning and management strategy to include accounting,payroll, financial reporting, budgeting, capital delivery,purchasing, banking, investments, and insurance practices to ensurethe needs of students and the community are met and that theCollege is a good steward of taxpayer resources.
Primary Duties and Responsibilities
Essential Performance Requirements*
- Provides strategic leadership and direction across assignedfinancial functions, establishing departmental priorities,developing subordinate leaders, and ensuring accountability forworkforce planning, performance, operational effectiveness, andservice delivery
- Directs activities as custodian of funds, securities, and assetsof the College
- Oversees and directs the annual audit, preparation, and issuanceof the comprehensive annual financial report
- Directs financial forecasting and analysis activities andprepares complex or institution-wide financial forecasts,evaluating economic, business, and operational developments andtheir impact on the College’s financial position, policies,budgets, and long-term plans
- Evaluates the College’s financial position and provides financialand operating reports, analyses, and recommendations to supporttransparency, strategic resource allocation, and institutionaldecision-making
- Oversees development of the annual budget, integratinginstitutional priorities, strategic plans, financial forecasts, andcurrent internal and external conditions into a sound financialplan
- Monitors cash flow, reserves, and investment activities tomaintain liquidity, protect College resources, and maximizeallowable returns in accordance with statutory requirements
- Submittal of annual reports to the Texas Higher EducationCoordinating Board
- Prepares biennial Legislative Appropriation Request andsupervises staff responsible for payroll preparation andreporting
- Monitors property taxes and is responsible for the annualcalculation and the Tax Rate Calculation Worksheet
- Ensures the timely collection of all accounts receivable
- Provides oversight and advice regarding college financialrisk
- Establishes and oversees institution-wide financial procedures,systems, recordkeeping standards, and internal controls to ensureregulatory, legal, and contractual compliance, operationalefficiency, sound accounting practices, and effective servicedelivery
- Serves as a strategic partner in developing and strengthening theCollege’s financial framework, including processes, technology,reporting infrastructure, and communication practices that supporteffective business operations and decision-making
General Supervision and Management
- Provides leadership and oversight for departmental activities,including workforce planning, performance management, processimprovement, budgeting, and resource allocation
- Focuses on achieving departmental and organizational objectivesthrough effective management of people, programs, andoperations
- Leads through supervisors and professional staff by establishingpriorities, supporting accountability, and developing teamperformance
Service Excellence
- Participates on behalf of the College in external communityorganizations and associations as assigned to support the essentialperformance requirements
- Attends the workplace regularly, reports to work punctually, andfollows a work schedule to keep up with the demands of theworksite
- Completes all required training and professional developmentsessions sponsored through Tarrant County College (TCC)
- Supports the mission, values, goals, and principles of theCollege
Works under the supervision of the assigned department leader

Required Minimum Qualifications
- Master’s degree
- Seven (7) years’ working experience related to the EssentialPerformance Requirements
- Five (5) years of experience supervising direct reports,including assigning work, managing performance, coaching employees,and supporting employee development
Preferred Qualifications
- Master's degree in Accounting, Business, or related field
- Certified Public Accountant
- At least five (5) year’s professional working experience in aTexas higher education, finance, or accounting environment
- At least two (2) year’s professional working experience with theimplementation of an Enterprise Resource Planning (ERP)System
Knowledge, Skills and Abilities
- Knowledge of Texas community college finance and reportingrequirements
- Knowledge of college and university accounting
- Knowledge of state and federal payroll reporting andrequirements
- Skilled in providing strategic leadership across complexfinancial functions, establishing priorities, aligning resources,and ensuring accountability for institutional and departmentaloutcomes
- Skilled in building effective relationships and providingresponsive service to executive leadership, governing boards,faculty, staff, external agencies, and other institutionalstakeholders
- Skilled in communicating complex financial, operational,technical, regulatory, and risk-related information through clearreports, presentations, and recommendations tailored to executiveand governing audiences
- Skilled in exercising sound judgment, diplomacy, and discretionwhen addressing sensitive financial, personnel, operational, andinstitutional matters
- Skilled in using financial systems, enterprise applications,data-analysis tools, and Microsoft 365 technologies to supportfinancial oversight, reporting, forecasting, and executivedecision-making
- Ability to evaluate complex financial and operational issues,assess institutional impact and risk, and develop strategicrecommendations for executive leadership
- Ability to lead multiple financial priorities andinstitution-wide initiatives while ensuring accuracy, regulatorycompliance, timely execution, and effective resourceallocation
- Ability to collaborate with executive leadership, governingboards, faculty, staff, auditors, regulatory agencies, and externalpartners to advance institutional priorities
- Ability to anticipate and resolve complex or nonstandard issuesrequiring executive judgment, cross-functional coordination, andinterpretation of applicable policies, regulations, and financialstandards
- Ability to maintain confidentiality and exercise a high degree ofintegrity, professional judgment, and political awareness in acomplex institutional environment
