  • Direct preparation of all financial reports for internal and external stakeholders.
  • Oversee claiming and reimbursement of Federal, state, and other funding sources and ensure timely payment of claims.
  • Lead preparation, administration, and monitoring of operational budgets, including General and Building Funds.
  • Monitor revenues and expenditures across all funds to ensure fiscal responsibility and compliance.
  • Oversee payroll operations and employee contract preparation.
  • Oversee student tuition reporting, including account adjustments and IRS Form 1098-T preparation and submission.
  • Serve as primary liaison to external auditors and coordinate audit processes.
  • Conduct or oversee internal audit procedures as necessary.
  • Oversee online auction and related financial activities.

POSITION SUMMARY The Executive Director of Finance provides executive leadership and strategic oversight for all financial and operational activities of Meridian Technology Center. This position ensures fiscal integrity, regulatory compliance, operational efficiency, and alignment of financial practices with the organization’s mission, vision, values, and Culture of Excellence.

ESSENTIAL JOB FUNCTIONS

Financial Leadership and Oversight

1. Provide direct supervision and leadership to Finance Department staff, including the Bursar, Accounting Clerk, Accounts Payable Clerk, and Payroll Clerk.

2. Ensureaccurateandtimelymaintenance of all financial records and transactions.

3. Monitor the receipt and deposit of funds in coordination with the Treasurer.

4. Oversee receipt and accountingofall activity funds.

5. Direct preparation of all financial reports for internal and external stakeholders.

6. Oversee claiming and reimbursement of Federal, state, and other funding sources and ensuretimelypayment of claims.

7. Lead preparation, administration, and monitoring of operational budgets, including General and Building Funds.

8. Monitor revenues andexpendituresacross all funds to ensure fiscal responsibility and compliance.

9. Oversee payroll operations and employee contract preparation.

Compliance, Governance, and Risk Management

1. Maintain all insurance records, reports, and policy documentation.

2. Serve as Encumbrance Clerk and Activity Fund Custodian.

3. Serve as Minutes Clerk, supporting the Superintendent/CEO with:

  • Recording official meeting minutes
  • Ensuring compliance with the Oklahoma Open Meetings Act

4. Maintain working knowledge of Oklahoma school law andCareerTechregulations and support policy compliance efforts.

5. Ensure all financial and administrative processes align with applicable laws, regulations, and board policies.

Leadership, Culture, and Organizational Support

1. Conduct annual performance evaluations of supervised personnelin accordance withdistrict policy.

2. Participate inrequiredand role-relevant professional development.

3. Support public relations efforts that promote organizational transparency, staff morale, and community understanding.

4. Collaborate effectively with instructors, administrators, and support staff.

5. Assistin upholding and enforcing Board of Education policies and administrative procedures.

6. Ensuretimelyandaccuratereporting to the Superintendent and the Oklahoma Department of Career and Technology Education.

7. Promote Meridian Technology Center, its programs, and employees at all opportunities.

Physical Demands

While performing the duties of this job, the employee is required to frequently communicate with staff and others and must be able to exchange accurate information when doing so. The employee is frequently required to speak, hear, walk, sit, and use hands to feel. The employee is occasionally required to stand; reach with hands and arms. The employee must occasionally lift or move up to 20 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision and ability to adjust focus.

Work Hours

8:00 a.m. – 5 p.m. Monday through Friday

Must be able to work outside of normally scheduled hours, including evenings and weekends, when required.

STANDARDS OF PERFORMANCE

The Executive Director of Financewill be evaluated on the previously listed responsibilitiesto determine satisfactory compliance. These evaluations will determine salary increases and career advancement possibilities.
