Job summary

The NYC Department of Transportation seeks a senior executive to serve as the Executive Director of the Automated Enforcement Unit, overseeing the nation’s largest automated traffic enforcement network as part of Vision Zero. The role directs operations for 2,700+ cameras across all five boroughs and leads multiple cross‑site teams to protect millions of New Yorkers.

Qualifications

• Monitor state and local legislation related to speed limits and enforcement to inform strategy.

The NYC Department of Transportation is seeking a senior executive to serve as the Executive Director of the Automated Enforcement Unit. As a key leader in NYC’s Vision Zero initiative, the candidate will oversee the nation’s largest automated traffic enforcement network. This role manages a citywide infrastructure of more than 2,700 enforcement cameras including speed, red-light, bus lane, MTA ACE (bus lane, double parking, bus stop), and Weigh-in-Motion (WIM) systems across all five boroughs. Reporting to the Assistant Commissioner, the candidate will exercise broad independent judgment to direct operations, evaluate emerging technologies, and lead multi-site teams dedicated to protecting the safety of millions of New Yorkers.

ADMINISTRATIVE TRANSPORTATION - 10061

Key Responsibilities

• Program Management: Oversee the daily operation of 2,200+ fixed speed cameras, 500+ red-light cameras, 1,000+ dashboard-mounted MTA Bus (ACE) cameras, and 2 Weigh-in-Motion sensors.
• Violation Oversight: Lead the end-to-end processing of Notices of Liability (NOLs) issued for traffic infractions. Provide strategic guidance and establish policies governing unit functions.
• Technology & Innovation: Assess new enforcement technologies, develop Requests for Proposals (RFPs), and coordinate the citywide deployment of new camera infrastructure.
• Contractor Relations: Serve as the primary liaison between NYC DOT and technology vendors, ensuring transparent, timely, and compliant contract performance. Oversee audits of contractor work to ensure adherence to requirements.
• Strategic Policy: Monitor state and local legislation related to speed limits, red-light enforcement, and related traffic safety measures to inform and refine enforcement strategies.
• Administrative Leadership: Manage three satellite offices, oversee overtime budgets, and lead staff discipline, documentation, and performance processes.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and five years of satisfactory, full-time experience in traffic flow theory; highway capacity analysis; traffic accident analysis; traffic studies; urban transportation planning; geometric design of roadways; planning and design of parking facilities, traffic signs and markings, or traffic signals; citywide traffic surveillance and control; traffic engineering administration; or an acceptable related field. This experience must have included two years in an administrative capacity, managing engineering and technical personnel or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

2. A two-year master's of science or engineering degree (equivalent to 60 graduate credits) in transportation planning, traffic engineering, or a related area from an accredited college and three years of satisfactory full-time experience as described in "1" above, including two years in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

3. Education and/or experience equivalent to "1" or '2' above. However, all candidates must have at least two years of experience in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the required experience must have been acquired in the United States.

Preferred Skills

• Strong leadership and team-management abilities, supported by excellent verbal communication and high-quality writing skills.
• Deep knowledge of traffic operations, including NYC Traffic Rules and Regulations and New York State Vehicle and Traffic Law.
• Experience with contract administration and vendor oversight, including monitoring performance, compliance, and deliverables.
• Proficiency with essential software tools, such as PowerPoint, Excel, and report-writing applications.
• Demonstrated ability to work effectively with the public, including managing sensitive interactions and communicating complex information clearly.
