Job summary

Sycuan Health Center seeks an experienced health services executive to lead the planning, administration, and oversight of health programs. You will work closely with Tribal leadership and community partners to ensure compliant, high-quality patient care and efficient operations.

The role requires substantial experience in health center management, strong budgeting skills, and the ability to communicate effectively with diverse stakeholders.

Qualifications

  • Bachelor's degree in Health Care Administration or related field or equivalent experience
  • 10 years of progressive health center management experience
  • 2 years of experience with non-profit organizations serving minorities, seniors and low-income individuals
  • Master's Degree in Health Care Administration or related field

Responsibilities

  • Plans and administers the delivery of health services as approved by the Tribal Council
  • Develops and maintains interagency relationships with Federal, State and local officials and community leaders
  • Oversees the operation of the Sycuan Health Center within Tribal Council policies
  • Reviews, evaluates and monitors SHC performance for compliance with objectives
  • Implements and maintains policies to protect confidentiality of communications and records
  • Recommends policy changes to the Tribal Council
  • Provides periodic reports to the Tribal Council on operations and projections
  • Recommends and implements budgets and revenue opportunities to support goals
  • Reviews Health Center budgets with Financial Operations Controller for Tribal Council review
  • Provides professional research of operational data to assist committees

Job description

Oversees the direction and implementation of health programs serving members of the Sycuan Band of the Kumeyaay Nation and the surrounding community

Job Duties and Responsibilities:

(Duties and responsibilities may be added, deleted, or changed at the sole discretion of Sycuan management at any time.)

  • Plans and administers the delivery of health services as approved by the Tribal Council
  • Develops and maintains close interagency working relationships with Federal, State and local public officials, executives of community based organizations, and community leaders and groups
  • Oversees the operation of the Sycuan Health Center within the framework and policies established by the Tribal Council
  • Reviews, evaluates and monitors the performance and achievements of the SHC, its personnel and consultants, for compliance with overall program objectives
  • Implements and maintains policies and procedures to ensure the confidence and privacy of the Tribal Council, staff and patient communications and records
  • Recommends policy changes as needed to the Tribal Council
  • Provides periodic and on-going reports to the Tribal Council on the operations, challenges, opportunities, fiscal condition and future projections of SHC
  • Recommends and implements, within budgets and policies established by the Tribal Council, procedures that will facilitate achievement of SHC established goals and objectives
  • Recommends SHC plans and goals to secure revenue opportunities that will support the approved budget
  • Reviews Health Center budgets with Financial Operations Controller in preparation for Tribal Council review
  • Monitors staff performance, provides team members with regular feedback and performance appraisals and conducts disciplinary actions as needed
  • Establishes staffing requirements and interviews and selects qualified candidates as needed
  • Negotiates with funding organizations to optimize SHC funding opportunities
  • Participates in negotiations with provider organizations to optimize pricing levels for SHC
  • Reviews and plans methods of payment to professional and institutional health care providers
  • Reviews and implements the fiscal year plan, departmental budgets and coordinates staff efforts to prepare such budgets and other necessary data to present to the Tribal Council
  • Obtains, as needed, consulting services for program planning, development, implementation and expertise in specialized fields
  • Provides the Tribal Council with professional research of operational data to assist its committees with decisions regarding the Health Center and its operations
Job Specifications:
Education & Experience
  • Bachelor's Degree in Health Care Administration, Business Administration, Public Administration, or related field or equivalent experience
  • 10 years of progressive health center management experience
  • 2 years of experience working with non-profit organizations and community groups serving ethnic minorities, seniors and low-income individuals
  • Master's Degree in Health Care Administration, Business Administration, Public Administration, or related field
Skills & Knowledge:
  • Thorough knowledge of Federal, State, local and private funding sources and regulations related to healthcare management
  • Thorough knowledge of fundraising strategies and principles of healthcare administration including personnel management, public relations, financial planning and budgeting
  • Ability to analyze and interpret data and make sound decisions
  • Ability to develop and execute business and operational strategies
  • Ability to interact effectively with internal and external contacts
  • Ability to conduct effective oral presentations
  • Excellent English verbal and written communication skills
  • Ability to provide effective leadership and guidance to staff
  • Ability to maintain professionalism and composure
  • Ability to maintain strict confidentiality
  • Ability to accept constructive criticism
