Job description

The Supervision team supports the Public Guardian in carrying out her statutory function. We do this by upholding the principles of the Mental Capacity Act (2005) in England and Wales. We ensure deputies and guardians carry out their legal duties and take appropriate and proportionate action if they do not; we have a duty to review and investigate concerns about abuse by deputies.

Successful candidates will join the Supervision and Investigations Service (SIS) within the Operations Directorate. Our vision is for the Office of the Public Guardian to strengthen supported decision making. We encourage freedom of decisions for all who can make decisions, giving support as required, and provide protection for those who cannot.

Key Responsibilities
  • Manage a caseload of complex cases or an investigation, making the best use of available time and resources to ensure you meet performance expectations.
  • Regularly monitor performance against key milestones and act promptly to reassess workloads and priorities when there are conflicting demands to maintain performance.
  • Work closely with colleagues to resolve problems quickly and improve performance, using management information and feedback from Deputies and third parties; analyse performance and ensure a professional and responsive approach to the supervision and investigation of deputies, remaining alert to emerging issues and trends which might impact your work area.
  • Contribute and participate at local management meetings and business level forums. Proactively lead and participate in relevant working groups and committees. Liaise and collaborate with colleagues to ensure that work is effectively managed and to foster effective working relationships.
  • Refer to Legal and Policy for advice and guidance as appropriate and ensure you comply with their input.
  • Produce witness statements as required and, rarely, attend Court.
  • Statement of Suitability of no more than 750 words, to demonstrate your experience against the essential and desirable skills required for this role.
  • Behaviour statements of no more than 250 words against the following Behaviour, at Level EO: Making Effective Decisions.

Agreed Expectations The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments. All new starters in the Nottingham Supervision team are required to attend the office full time (37 hours per week) during the first 3 weeks of technical training. Following those initial weeks, you are expected to continue your training and consolidation in the office but any agreements for part-time working can commence. Consolidation is expected to take up to 6 months. In OPG's Nottingham Supervision team we offer hybrid working for staff members that meet the performance, conduct and probation requirements. We require part-time staff to commit to at least 22:12 working hours over 3 days per week as a minimum. We encourage a hybrid way of working which includes some remote/home working alongside office working.

Interview Process

Should a large number of applications be received, an initial sift will be conducted on the lead behaviour, Making Effective Decisions. This will be sifted on your specific examples of relevant skills and experience referenced to the Essential and Desirable Skills criteria listed above. We actively encourage you to sell yourself as an individual by demonstrating the personal strengths and experience required. If you are successful at sift, you will invite to an interview which will use the Civil Service Success Profiles. At interview, candidates should expect questions on:

  • Strengths relevant to the role
  • The following Behaviours at Level EO, the MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
  • Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review. For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) - See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
  • For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location's respective pay scale (any legacy arrangements/locations will need to be amended).
  • Some of MoJ's terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
  • All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
  • Flexible working hours The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the MoJ's Flexible Working policy.

  • Ability to manage and resolve complex cases or investigations, through the analysis of multiple sources of information
  • Demonstrates strong written, telephone and oral communication skills.
  • A self-starter able to work on their own initiative, managing competing priorities in a fast paced and challenging environment
  • Ability to work with colleagues within your own team and those from other parts of the OPG, as well as external stakeholders
  • Proficient in standard Microsoft Office packages including Word, Teams, PowerPoint and Excel.
  • Knowledge of the MCA and Code of Practice leading to an understanding of the impact of Court of Protection, legal and policy decisions and how to operationalise them.
  • Ability to lead and motivate teams with a focus on successful change management, and the embedding of excellent customer service.
