Job Title: Solutions Architect (SME II)

LinTech Global Inc. is recruiting a Solutions Architect (SME II) to support our contract at the IRS / CI in Fairfax, Virginia. Support will be provided remotely.

Position Overview:

The Solutions Architect will serve as the senior technical and strategic advisor to the Exec Branch of TechOps. This role is crucial in shaping and aligning enterprise architecture, IT modernization strategy, and execution across all TechOps domains including BSD, TOC, CYB, PMAC, US, CMSS, and TALON, directly supporting CI's criminal enforcement mission.

The candidate must have a deep understanding of enterprise systems, cross-domain architecture, and the intersection of business objectives with technical capabilities. Responsibilities include architecting the current ('As-Is') and future ('To-Be') landscapes, driving lifecycle strategies, and ensuring mission readiness through scalable, secure, and future-proof solutions.

Job Duties:

Executive Office Support (Subtask 3) - Core Focus
  1. Act as principal architect and trusted advisor to the CI TechOps Exec Branch.
  2. Lead the delivery of Enterprise Architecture (EA), capturing the current state and defining a phased roadmap toward modernization.
  3. Synchronize architecture and strategy across CI business and IT stakeholders.
  4. Guide strategic alignment of IT investments, modernization efforts, and EA lifecycles across all TechOps subtask areas.
  5. Deliver high-impact executive briefings, decision support artifacts, and actionable roadmaps aligned with CI's strategic vision.
Strategic Integration and SME Services Across All TechOps Areas
  1. BSD: Oversee architecture integration for data warehouse transformation, system modernization, and secure cloud transitions.
  2. TOC & CMSS: Align infrastructure modernization (cloud, virtualization, endpoints) with enterprise architecture and resiliency needs.
  3. CYBER: Assist in embedding Zero Trust and compliance (NIST 800-53, IRS policy) into solution design.
  4. PMAC: Provide architectural oversight, support, and guidance for solution evaluations, technology acquisitions, and program alignment.
  5. User Support (US): Help architect endpoint experience improvements and service delivery modernization for agent mobility and efficiency.
  6. TALON: Advise on secure enclave strategies and intelligence system alignment with enterprise standards.

Required Qualifications:

  1. 10+ years of experience in IT strategy, enterprise architecture, or federal systems engineering.
  2. Proven leadership engaging executive stakeholders on large-scale modernization, cybersecurity, and infrastructure planning.
  3. Strong understanding of Business Process Engineering (BPE), IT portfolio governance, and Digital Modernization.
  4. Ability to bridge high-level strategy with actionable, compliant technical delivery.
  5. Preferred Certifications and Experience:
  6. CISSP, Security+
  7. Experience with Multi-cloud Architecture Strategy (AWS, Azure) and cross-cloud architecture for secure, hybrid CI environments.
