Description of Duties
The Evidence & Property Technician is responsible for the proper receipt, identification, documentation, storage, security, preservation, release, and lawful disposition of evidence and property maintained by the Police Department. The position ensures accurate records and an uncompromised chain of custody while maintaining compliance with applicable laws, departmental policies, court requirements, and evidence-handling standards.
Essential Job Functions
- Receives, identifies, logs, tags, packages, and securely stores evidence, weapons, narcotics, currency, recovered property, found property, and other items submitted to the Evidence and Property Unit.
- Maintains accurate and complete chain‑of‑custody records for all evidence and property using the Department's Evidence Management System (EMS) and other applicable records systems.
- Ensures evidence and property are properly packaged, labeled, secured, and preserved in accordance with departmental procedures and applicable legal requirements.
- Processes and prepares evidence for submission to state, federal, or other authorized crime laboratories and coordinates the secure transportation or courier delivery of evidence as required.
- Maintains the security and organization of evidence storage areas and ensures appropriate access controls are followed.
- Prepares and releases evidence and property for court proceedings, investigations, laboratory examination, or other authorized purposes and maintains appropriate documentation of each transfer.
- Coordinates the lawful release and return of property to its rightful owner, authorized representative, or other approved recipient in accordance with established procedures.
- Processes evidence and property authorized for destruction, disposal, release, or public auction and maintains documentation supporting the disposition of each item.
- Conducts periodic inventories and audits of evidence and property records; identifies discrepancies and assists with timely reconciliation and corrective action.
- Responds to inquiries from department personnel, prosecutors, courts, other law enforcement agencies, and members of the public regarding evidence and property in accordance with applicable laws and confidentiality requirements.
- Maintains confidentiality and security of sensitive investigative information, evidence records, and property documentation.
- Assists with the development, review, and implementation of evidence and property procedures, forms, and recordkeeping practices.
- Maintains accurate documentation and files and prepares reports related to evidence inventory, transfers, releases, audits, and dispositions.
- Performs other related duties as assigned.
Qualifications: DESIRED SKILLS/KNOWLEDGE/ABILITIES
- Thorough knowledge of evidence and property handling, storage, preservation, and chain‑of‑custody procedures.
- Knowledge of applicable laws, regulations, court requirements, and departmental policies governing evidence and property management.
- Knowledge of records management practices and electronic evidence/property management systems.
- Ability to accurately document, track, and reconcile a high volume of evidence and property records.
- Ability to maintain strict attention to detail and accuracy when handling sensitive or evidentiary materials.
- Ability to identify discrepancies and independently follow established procedures to resolve routine issues.
- Ability to maintain confidentiality and exercise sound judgment when handling sensitive information and property.
- Ability to organize and prioritize multiple assignments while meeting established deadlines.
- Ability to establish and maintain effective working relationships with department personnel, prosecutors, courts, other agencies, and the general public.
- Ability to communicate effectively, both orally and in writing.
- Ability to safely handle, package, transport, and store evidence and property in accordance with established procedures.
- Ability to operate computers, electronic records systems, and standard office equipment.
- Ability to work independently and as part of a team with minimal supervision.
Training and Education Qualifications
Minimum Qualifications
- High School Diploma or GED.
- One (1) to two (2) years of experience in property management, inventory control, records management, evidence handling, law enforcement support, or a related field.
- Must successfully pass an extensive background investigation.
- Must obtain applicable State and/or International Association for Property and Evidence (IAI/IAPE) certification, as required by the Department, within one (1) year of hire.
- Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
- Possession of a valid driver's license.
Preferred Qualifications
- Associate degree in Criminal Justice, Forensic Science, Public Administration, or a related field.
- Previous experience working with law enforcement evidence, property management, or an evidence management system.
- Certification or training in evidence and property management.
Essential Physical/Mental Abilities
- Occasionally: Standing, walking, bending, reaching, crouching, lifting and carrying items weighing up to 25 pounds, and working in environments where exposure to sensitive or potentially hazardous materials may occur.
- Frequently: Sitting, walking, repetitive use of hands and arms, concentrating on tasks, examining and observing details, maintaining accurate records, making decisions, remembering details, and communicating with others.
- Ability to maintain focus and accuracy when performing repetitive or highly detailed work and when handling sensitive evidence or property.
