Job summary

Laramie County Government is seeking a seasoned leader to oversee the Event Center and Recreation Department, directing staff, facilities, and programs to deliver high-quality community events.

You will manage budgets, policies, and strategic planning, coordinate with county officials, and lead planning for major events; strong negotiation and governance experience required.

This on-site role requires a bachelor's degree and 7+ years in senior management within government or related fields.

Qualifications

• Bachelor's in Business or Public Administration with 7+ years of progressive management and supervisory experience.
• Valid driver's license with acceptable driving record.
• Experience in government environment and management of multi-events facilities.

Responsibilities

• Assume full management and leadership responsibility for all Event Center and Recreation services, staff, facilities, and activities.
• Provide oversight to County Fair Manager for annual County Fair program execution.
• Provide oversight to the Shooting Sports Manager for safe operation of the Shooting Sports Complex.
• Develop and implement goals, policies, and priorities; allocate resources accordingly.
• Coordinate with County Commissioners on short- and long-range planning and policy integration.
• Prepare and monitor budgets; review expenditures and prepare adjustments as needed.
• Represent the department to other County departments and outside agencies; negotiate contracts.
• Lead the local planning team for major national events and negotiate event contracts.

• Assume full management and leadership responsibility for all Event Center and Recreation services, staff, facilities, and activities.
• Provides oversight, direction and support to the County Fair Manager to ensure the effective administration and successful execution of the annual County Fair program.
• Provides oversight and support to the Shooting Sports Manager to ensure the safe, effective and successful operation of the Shooting Sports Complex and its programs.
• Manage the development and implementation of Event Center and Recreation goals, objectives, policies, and priorities; establish appropriate service and staffing levels; allocate resources accordingly.
• Work with the County Commissioners to develop and maintain short and long range planning; recommend policies to the Board and assist in their formulation; ensure the philosophical objectives of the Board are integrated into County policies and goals.
• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
• Work cooperatively with Event Center and recreation staff, Commissioners, city officials and other agency administrators to effectively achieve goals; maintain a cooperative working relationship with other agency staff in a similar field of service; maintain a working relationship with other professional and service groups in the community and state.
• Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies. Assign tasks, projects and monitor assigned personnel.
• Manage and participate in the development and administration of the annual capital, operating, and other assigned budgets; anticipate and request additional funds needed for staffing, equipment, materials, and supplies; regularly review request for services, past spending and monthly reports; direct, monitor and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary.
• Coordinate department activities with those of other divisions, departments, outside agencies and organizations; prepare and present staff reports and other necessary correspondence.
• Develop and schedule equipment purchase and replacement.
• Stay abreast of new trends and innovations in the field of multi-events facilities management.
• Respond to and resolve difficult and sensitive inquiries and complaints.
• Represent the Event Center and Recreation Department to other County departments, elected officials and outside agencies; explain and interpret Event Center and Recreation programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues.
• Meet with management staff to identify and resolve problems; assign projects and areas of responsibility; review and evaluate work methods and procedures.
• Prepare and update policy and procedure manuals.
• Work with legal counsel to formulate contracts and agreements
• Lead the local planning team for major national events.
• Negotiate national event contracts.
• Participate in grant application processes relating to assigned department.
• Adhere to safe work practices and procedures.
• Direct, attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.
• Performs other duties as assigned or required.

Minimum Qualifications:

Bachelor's in Business, Public Administration or a related field and seven (7) years experience with progressively responsible management and supervisory duties which demonstrate administrative ability and leadership qualities; or equivalent combination of education, training and experience. Must have a valid driver license with an acceptable driving record.
