Job summary

Veritas Management Group (VMG) is seeking a full-time Evaluation Technical Assistance Specialist to support CDC programs under AREB, NCCDPHP, and DHDSP. The role emphasizes high-quality evaluation, performance measurement, and reporting for federal contracts.

You will collaborate with CDC staff and recipients, develop guidance and tools, deliver trainings, and ensure data quality and compliance with CDC frameworks. Some telework is available in line with CDC policy.

Qualifications

Responsibilities

VMG is seeking a full-time Evaluation Technical Assistance Specialist for an anticipated federal contract supporting the Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division for Heart Disease and Stroke Prevention (DHDSP), Applied Research and Evaluation Branch (AREB). This position is contingent upon contract award.

The Evaluation Technical Assistance Specialist will work closely with CDC staff and CDC-funded recipients to provide direct, high-quality, accurate, and responsive evaluation and performance measurement technical assistance. This position will support DHDSP programs and cooperative agreements by strengthening recipient evaluation capacity, improving evaluation and performance measurement practices, supporting data quality, and assisting recipients with the effective implementation and reporting of evaluation activities.

Key Responsibilities
  • Provide responsive evaluation and performance measurement technical assistance to state, local, tribal, national, and other CDC-funded organizations.
  • Provide technical assistance through recurring calls, virtual and in-person meetings, webinars, email, and other designated technical assistance platforms.
  • Support recipients in developing and implementing evaluation plans, evaluation reports, performance measures, and data collection and reporting processes.
  • Review recipient evaluation and performance plans and recommend improvements based on CDC requirements, the CDC Evaluation Framework, and public health evaluation best practices.
  • Review recipient performance measure data and conduct quality checks to support accurate, valid, and complete reporting.
  • Identify data quality issues and provide technical assistance to improve recipient performance measurement and reporting.
  • Conduct evaluation assessments and develop proactive technical assistance plans for assigned recipients.
  • Serve as an evaluation subject matter expert for assigned CDC-funded recipients.
  • Collaborate with CDC project officers to ensure evaluation technical assistance aligns with DHDSP program priorities and applicable Notice of Funding Opportunity (NOFO) requirements.
  • Develop evaluation guidance, tools, resources, manuals, reports, templates, codebooks, data dictionaries, and other technical assistance products.
  • Develop and deliver virtual and in-person evaluation trainings, presentations, and webinars.
  • Track and document technical assistance activities and requests in CDC-designated systems.
  • Facilitate peer-to-peer learning opportunities among CDC-funded recipients.
  • Participate in evaluation workgroups and provide technical input as needed.
  • Prepare meeting summaries, technical reports, presentations, and other evaluation-related deliverables.
  • Contribute to the development of evaluation products appropriate for CDC dissemination or publication.
Required Qualifications
  • Master’s degree or higher in Public Health, Health Sciences, Evaluation, or a related health or allied sciences field.
  • Minimum of two (2) years of experience in public health, health sciences research, program evaluation, and/or performance measurement.
  • Demonstrated experience providing evaluation technical assistance.
  • Experience communicating evaluation and performance measurement concepts to program staff, funded recipients, or other non-research audiences.
  • Experience developing, implementing, or reviewing evaluation plans, performance measures, evaluation reports, or data collection approaches.
  • Knowledge of public health program evaluation principles, methodologies, and performance measurement practices.
  • Strong analytical and problem-solving skills.
  • Strong written and verbal communication skills.
  • Ability to manage multiple technical assistance activities and priorities while meeting established deadlines.
  • Ability to work independently and collaboratively with multidisciplinary teams and stakeholders.
Preferred Qualifications
  • Prior experience supporting CDC or another federal public health agency.
  • Experience providing technical assistance to CDC-funded recipients, federal grantees, or cooperative agreement recipients.
  • Experience with evaluation and performance measurement for state, local, tribal, territorial, or national public health programs.
  • Experience supporting federal Notices of Funding Opportunity (NOFOs) or cooperative agreements.
  • Experience related to cardiovascular disease, heart disease and stroke prevention, chronic disease prevention, or management of chronic conditions.
  • Prior experience supporting CDC/DHDSP programs or NOFOs is highly desirable.
  • Familiarity with the CDC Evaluation Framework and public health evaluation best practices.
  • Experience developing evaluation guidance, training materials, technical assistance resources, or performance measurement tools.
Work Environment
  • Full-time position supporting an anticipated federal public health evaluation project.
  • Primary place of performance is the CDC Chamblee Campus in Atlanta, Georgia, with telework arrangements in accordance with current CDC policy.
  • Position requires regular collaboration with CDC staff, project officers, funded recipients, evaluators, and other public health stakeholders.
  • Work will include recurring virtual meetings, technical assistance consultations, trainings, webinars, and evaluation-related activities.
  • Some travel to CDC-funded recipient sites may be required.
  • Successful candidates must meet applicable CDC/HHS security, privacy, information security, training, and background investigation requirements.
