We are seeking a forward-thinking Estimator/CTC Developer to join our team supporting our Army Materiel Command (AMC)/United States Army Environmental Command (USAEC) contract. The role involves tasks in cost to complete estimates, financial management, business process improvement, internal control management, and audit response and remediation related to Environmental & Disposal Liabilities (E&DL) audit readiness initiatives. The ideal candidate should have experience supporting financial management and DoD audit readiness initiatives, or E&DL fields. The candidate will play a critical role in supporting installations to write Cost to Complete (CTC) estimates. You must be able to work in a fast-paced environment, adapt quickly to changing situations, and manage multiple tasks effectively.

This position is 100% remote telework. Applicants are expected to accommodate core hours as specified by the Project Manager, with occasional travel for training.

Responsibilities
  1. Assist the client with E&DL audit readiness initiatives.
  2. Collaborate with installation POCs to gather documentation supporting cleanup packages.
  3. Interpret feasibility studies, decision documents, contracts, and supporting documentation.
  4. Develop annual Cleanup Cost-to-Complete (CTC) E&DL estimates across various military commands, including revisions based on reviews.
  5. Apply audit principles to E&DL concepts, processes, and procedures.
  6. Support environmental & disposal liabilities financial reporting and variance analysis.
  7. Contribute to fiscal year requirements analysis and environmental data submissions.
  8. Update standard operating procedures as needed.
  9. Operate with autonomy in developing methodologies and solutions.
  10. Contribute to deliverables and performance metrics.
  11. Knowledge of or ability to learn cost estimating software.
Minimum Qualifications
  • At least 2 years of experience with environmental cleanup and CTC estimates or federal financial management/DoD audit readiness.
  • Experience with environmental & disposal liabilities preferred.
  • Bachelor's in Environmental, Business, Financial, or Accounting fields; experience may substitute for education.
  • Experience supporting public sector clients and professional services.
  • Strong attention to detail, organizational skills, and communication skills.
  • Proficiency in MS Office and Adobe.
  • US Citizen and CONUS-based.
Preferred Qualifications
  • Bachelor's in Environmental Science or related field, or hazardous materials disposal.
  • Experience with DoD financial audits, internal controls, and external auditor coordination.
  • Knowledge of Army financial policies and systems.
  • Knowledge of environmental laws like CERCLA and RCRA.
  • Certifications such as CPA, CGFM, CDFM, or equivalent.
  • Knowledge of Environmental Database of Record.
Physical Requirements

Work may involve sitting or standing for extended periods, typing, reading screens, and mobility for daily duties. May require walking moderate distances and lifting up to 25 lbs.
