Railroad Construction Company, Inc. (RCC) is seeking an experienced Heavy Civil Estimator to join and grow our Baltimore/Washington, D.C. operation.

This role goes beyond bidding, offering involvement in identifying opportunities, developing competitive estimates, and expanding RCC’s Mid-Atlantic presence. As a 100-year-old employee-owned contractor, RCC performs complex infrastructure work including bridges, roadways, rail, utilities and related civil construction.

Responsibilities

• Lead preparation of competitive estimates and bid proposals for heavy civil projects.
• Review plans, specifications and contract documents to identify scope, risk, schedule requirements and opportunities.
• Develop detailed quantity take-offs and pricing for labor, equipment, materials and subcontracted work.
• Apply construction means, methods and production assumptions to develop accurate, executable estimates.
• Solicit, evaluate and level subcontractor and supplier quotations.
• Analyze historical cost and production data to strengthen bid strategy and pricing.
• Participate in bid reviews, strategy discussions and post-bid analysis.
• Develop preliminary schedules, project budgets and supporting bid documentation.
• Build relationships with owners, engineers, subcontractors and suppliers throughout the Baltimore/DC market.
• Visit project sites and pre-bid meetings to evaluate conditions, logistics and construction approach.
• Support the continued growth of RCC's Mid-Atlantic operation.
