Position Summary

The Estimator is responsible for developing complete, competitive, and accurate bids for hazardous‑materials remediation and specialized demolition projects. This role owns the full estimating process from initial site investigation and scope development through bid submission and pre‑construction handoff, and serves as a key contributor to business development and proposal efforts.

Key Responsibilities

Estimating & Bid Development

• Prepare complete and competitive estimates covering labor, equipment, materials, subcontractors, disposal, mobilization/demobilization, permits, testing, and compliance.
• Conduct site visits, hazard assessments, and pre‑bid investigations to define scope, logistics, sequencing, and waste handling.
• Develop quantity takeoffs, line‑item estimates, and preliminary schedules.
• Solicit, evaluate, and level subcontractor and supplier bids.
• Perform value engineering, risk analysis, and contingency planning.
• Support proposal development, compliance documentation, and pre‑bid meetings/negotiations.

Pre‑Construction Documentation

• Prepare submittals, abatement/demolition work plans, safety containment plans, and disposal plans.
• Coordinate with project teams to ensure smooth handoff of awarded work, including finalized budgets, schedules, and procurement needs.
• Maintain accurate and organized bid files, cost databases, and historical pricing records.
• Coordinate with general contractors, environmental consultants, industrial hygienists, and regulatory agencies during the pre‑bid and pre‑construction phases.

Safety, Quality & Regulatory Knowledge

• Maintain working knowledge of EPA, OSHA, DOT, and state/local environmental regulations as they apply to scope development and bid preparation.
• Identify and account for safety, containment, PPE, respiratory protection, and compliance requirements within estimates.
• Ensure all bids reflect current regulatory requirements including waste manifesting, disposal, and permitting costs.

Administrative & Reporting

• Utilize company estimating software for accurate bid preparation and reporting.
• Manage subcontractor agreements and scopes of work through the pre‑construction phase.
• Prepare and maintain complete pre‑construction documentation including regulatory notifications, disposal plans, and asbestos/lead/PCB records.

Required Qualifications

• Minimum four years of estimating experience in hazardous‑materials remediation and/or hazardous demolition.
• Valid 40‑hour asbestos training card (AHERA/OSHA‑equivalent).
• Current Medical Asbestos Physical and Respirator Fit Test.
• Hands‑on knowledge of asbestos abatement, lead abatement (including RRP), PCB remediation, mold/mildew, and contaminated demolition.
• Strong estimating skills: quantity takeoffs, unit pricing, subcontractor sourcing, and bid preparation.
• Working knowledge of EPA, OSHA, DOT, and state/local environmental regulations.
• Proficiency with Microsoft Office and estimating software.
• Valid driver's license with clean driving record.
• Ability to pass a federal background check for access to restricted project sites.
• Strong analytical, communication, problem‑solving, and organizational skills.

Preferred Qualifications

• Degree in a related field.
• Additional relevant certifications: OSHA‑10, Lead Abatement Supervisor or Project Designer, PCB, Confined Space, First Aid/CPR, HAZWOPER.
• Experience with environmental sampling, air monitoring, and lab coordination.
• Familiarity with Alaska‑specific permitting and regulatory processes.

Physical Requirements & Work Environment

• Frequent exposure to dust, noise, and confined spaces during site visits.
• Ability to travel to job sites throughout Alaska.
• Ability to sit, stand, or walk for extended periods.
• Ability to occasionally lift up to 25 lbs.
• Ability to wear required PPE and respirators during site visits.
