Qualifications

  • Bachelor of Science in Civil Engineering, Construction Science/Management or Quantity Surveying.
  • 20+ years of estimating experience with minimum 10 years in transit work with typical project size over $10 Billion.
  • Extensive knowledge of the principles and practices of estimating.
  • Significant demonstrable experience in report writing specifically but not limited to Estimate Development Plans and Basis of Estimates.
  • Ability to develop and manage appropriate internal and external resources to facilitate the development of accurate cost estimates in a schedule driven program environment.

  • Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines and Project Update Reports.

  • Support the review of contractor estimates and claims.
  • Develop policies and procedures for programmatic cost estimating
  • Other duties as assigned

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

Job Description

This is a hybrid position based in Sacramento, CA. There is no relocation package nor per-diem.

The Program Estimating Manager works under the overall guidance of the Program Controls Deputy Director. The Program Estimating Manager oversees the Program Estimating Unit as a key team member. Situated within the Project Controls Office, Program Planning and Control Branch, this role is highly interactive and requires the estimating manager to both lead and actively engage in all estimating activities.

Basic Job Requirements
  • Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements

  • 20 plus years of estimating experience with minimum 10 years in transit work with typical project size over $10 Billion
  • Extensive knowledge of the principles and practices of estimating
  • Significant demonstrable experience in report writing specifically but not limited to Estimate Development Plans and Basis if Estimates
  • Ability to develop and manage appropriate internal and external resources to facilitate the development of accurate cost estimates in a schedule driven program environment
Preferred Qualifications
  • Professional certification as cost estimator and/or engineer.
  • Management experience on large programs with proven track record.
  • Experience in database driven estimating software (Timberline, Heavy Bid) as well as electronic quantity surveying systems.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
