Job summary

Hooper seeks an Estimating Manager to lead the bid development process for Electric Power projects, including T&D and substations. You will manage the estimating team, develop bid schedules, and ensure accurate take-offs and pricing across material, labor, and sub-contractor inputs.

Responsibilities include maintaining estimating systems, tracking bid results, and mentoring junior estimators. Strong leadership, communication, and CAD/BIM familiarity are essential for success.

Qualifications

• Two years technical education in engineering or construction management or related apprenticeship.
• At least 5 years estimating experience on construction projects; able to lead teams.
• Strong analytical, verbal and written communication skills.
• Proficient with Excel, Word, Outlook; good CAD/BIM understanding.

Responsibilities

• Develop bid schedules with department head; procure/return project plans for estimating.
• Prepare timely project estimates via detailed take-offs and pricing.
• Update material/labor pricing regularly to reflect market changes.

The Estimating Manager is responsible for estimating assigned “Electric Power” projects (e.g. T&D Powerlines and Substations) and the upkeep of estimating systems.

Principal Accountabilities

• Develops a bid schedule in consultation with department head. Responsible for procuring and returning plans for projects to estimate.
• Prepares project estimates in a timely manner by engaging in detailed and accurate plan take-off, and solicitation of appropriate material, equipment and sub-contractor pricing.
• Updates material pricing and labor rates on regular intervals to reflect recent changes.
• Responsible for maintaining the estimating system, including software.
• Prices change orders on large projects.
• Evaluates bid results to track pricing levels. Upkeeps project bid database for future reference.
• Evaluates completed job costs against estimated budgeted costs to aid in future estimating.
• Manages, trains, and mentors other estimators to ensure high performance.
• Develops “rules of thumb” estimating techniques and criteria for budget estimating.
• Other general tasks at the request of the department head.
• Attendance at departmental meetings and social functions is required.

Requirements

• Minimum two years technical education in the engineering field, construction management coursework or completion of apprenticeship in a respective discipline.
• At least 5 years of prior estimating experience with related construction industry projects. Comfortable leading and guiding teams involved with company projects.
• Analytical and problem solving, strong interpersonal, and verbal and written communication skills.
• General computer skills required with a good working knowledge of Excel, Microsoft Word, Outlook and a good understanding of CAD/BIM drawings.
• Comfortable with a wide range of project budgets and estimating 120 - 200 estimates per year based on size.

Description Of Physical Working Environment

• Works in a normal office environment and makes site visits when necessary, requiring driving a personal vehicle. When in the office, regularly works from a sitting or standing position with a computer. Repetitive typing and computer use required. Regular bending, twisting, and light lifting are common, and the ability to climb up and down ladders and steps on site is required with or without reasonable accommodation.
• Visits construction site in all kinds of weather to survey site conditions.
