In accordance withthe Agreement between the Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City ofDetroit, the following vacancy is announced.
Position Summary:
The Exceptional Student Education (ESE) Ancillary Supervisor - Evaluations works under the direction of the Senior Director of Ancillary Evaluations to coordinate, monitor, and evaluate all special education evaluation processes across theDistrict. In collaboration with District and community stakeholders, the Supervisor ensures students suspected of having disabilities receive comprehensive, compliant, andtimelyinitialevaluations andreevaluationsin accordance withfederal and state requirements. The Supervisor oversees Ancillary Evaluators, related staff, Child Find activities, evaluation compliance, andassessmentquality standards while serving as a resource to families, staff, and community partners.The Supervisor collaborates closely with the Ancillary School-Based Services Team to support smooth transitions from evaluations and eligibility determinations to IEP development and implementation.
Minimum Qualifications:
- Master'sdegree or higher in Education or a field related to special education.
- Valid full approval or endorsement in at least one area of special education from the Michigan Department of Education, or valid certification/licensure in a field related to special education (e.g., school social work, occupational therapy, school psychology,speechand language).
- Approved, or qualified for approval, under Michigan Department of Education requirements for Supervisor of Special Education (full or temporary approval).
- Minimum of five (5) years of successful certified teaching experience in special education, three (3) of which must be at theappropriate level, or five (5) years of successful employment in a related service support position.
- Knowledge and understanding of Michigan Administrative Rules for Special Education and evaluation requirements.
- Proven skills in effective problem-solving, conflict resolution, team building, implementation of systems and processes, and professional development training.
- Excellentinterpersonal, verbal, and written communication skills.
- Proficient with basic computer skills, web-based systems, and analysis of data.
- Demonstrated leadership ability in past assignments.
- Experience and strong orientation toward urban school systems preferred.
Essential Functions:
- Monitors andmaintainsdocumentation of Child Find activities and compliance with evaluation and reevaluation timelines.
- Overseesall ancillary evaluation processes andsupervisesAncillary Evaluators districtwide.
- Ensuresstudents referred for special education evaluationsreceivecomprehensive, compliant, andtimelyassessments.
- Overseesandmonitorsall ancillary initial evaluations and reevaluations to ensure compliance with federal and state requirements.
- Serves as a resource for District staff, Ancillary Evaluators, families, students, and administratorsregardingevaluation procedures, eligibility determinations, and compliance requirements.
- Monitors evaluation data andidentifiestrends related to referrals, initialevaluations, reevaluations, eligibility determinations, timelines, and educational placements.
- Collaborateswith the Senior Director of Ancillary Evaluations, department colleagues, and the Ancillary School-Based Services Team to develop, implement, andmonitorbest practices related to evaluation processes.
- Supports and evaluates Ancillary Evaluators in the planning, completion, and documentation of comprehensive assessments.
- Collaborates with school and District administrators and staff to addressbarriers that impedetimelyand compliant evaluations.
- Provides coaching and professional development to Ancillary Evaluatorsregardingassessment practices, report writing, eligibility determination, legal compliance, and procedural safeguards.
- Reviewsevaluation reports and data to ensure assessments support eligibility decisions and educational planning.
- Collaborates consistently with the ESE Ancillary Supervisor - School-Based Services to ensure evaluation findings are effectively incorporated into IEPdevelopment, service planning, and implementation.
- Participates in the design and coordination of professional development activities focused onevaluationprocedures and compliance requirements.
- Develops resources, tools, and guidance documents to support Ancillary Evaluators.
- Leads continuous improvement efforts to strengthen evaluation systems and ensure compliance with state and federal mandates.
- Assistswith recruiting and recommendingevaluation staff in compliance with MDE requirements and specialeducation regulations.
- Prepares written documents for the purpose of responding to inquiries and conveying information.
- Maintains evaluation and program data to support budgeting, staffing, planning, and compliance oversight.
- Develops and delivers parent and communitytrainingsregardingChild Find, evaluations, eligibility determinations, and special education processes.
- Participates in ongoing professional growth and development to remain current on research-based practices and legal requirements.
- Provides assistancewith investigations, complaint resolution, corrective action plans, due process hearings, and compliancemonitoringrelated to evaluations and eligibility determinations.
- Participates in district,county, andstate-level committees and workgroups.
- Conducts relevant site visits and provides building-level support to evaluation staff.
- Performs other duties as assigned by the ESE Leadership -Senior ExecutiveDirector, ExecutiveDirector, SeniorDirector ordesignee.
