Job summary

The City of Kinston is seeking a skilled Heavy Equipment Operator to perform maintenance and repairs on water and wastewater systems. The ideal candidate will operate various heavy machinery and ensure adherence to safety regulations while performing manual tasks in varying weather conditions. This role requires strong mechanical skills, the ability to work in high-traffic areas, and effective communication with the public and team members.

Qualifications

  • Minimum 1 year experience operating heavy motorized equipment.
  • Possession of a class A commercial driver’s license with tanker endorsement.
  • Ability to obtain OSHA Competent Person certification for Trenching and Shoring.

Job description

Performs intermediate skilled trades work operating a variety of medium to heavy automotive, construction and specialty equipment, and related work as required. Work is performed under the moderate supervision of the assigned Crew Supervisor. Full supervision is exercised over assigned crew members.

Operates a variety of medium to heavy equipment for installing, maintaining, operating, and repairing water and wastewater lines, pumps, streets, sidewalks, drainage, etc. Use equipment for demolition, tree removal, grading, etc.

Operates medium and heavy equipment such as backhoes, excavators, skid loaders, front-end loader, dump truck, large water tanker trucks, heavy capacity wastewater jet trucks, pneumatic and stem driven trenchless boring equipment, tampers, trenchers, air compression equipment, tractors and similar motorized vehicles and small equipment.

Operates equipment in street, pedestrian traffic and other properties, around other ground utilities, and in other tight places requiring care and skill.

Operates tractor trailer to haul equipment and material.

Performs preventative maintenance and makes minor repairs to equipment; cleans and washes equipment on periodic basis.

Physically assist with repair and installation of utility system components, pavements, and other work assigned.

Performs work in high traffic areas.

Performs minor maintenance and repairs, assist with more complex maintenance and repairs.

Performs on call/standby duty dependent on assigned division; responds to emergency and customer service calls; makes independent decisions; takes actions as appropriate to solve problems.

Responds to and resolves work orders for customer complaints and problems.

When not operating heavy equipment, operates light to medium equipment; trains new employees on assigned equipment.

Performs related task as required.

Thorough knowledge of the operation, maintenance and capabilities of equipment used, in the installation, replacement, maintenance and repair to utility system components, pavements, and other work as assigned.

General knowledge of the regulatory requirements, acceptable materials related to assigned work, including occupational hazards and safety practices.

General knowledge of the NC 811 regulations.

Through knowledge of traffic laws and regulations governing equipment operation.

Ability to perform manual and semiskilled labor for extended periods, often under unfavorable weather conditions.

Ability to establish and maintain effective working with associates, co-workers and the general public.

High school diploma or GED and moderate experience in the operation of heavy motorized automotive, construction and specialty equipment, or equivalent combination of education and experience, used in water distribution and wastewater collection and performing heavy manual work. Minimum 1 year experience preferred.

Possession of or the ability to obtain a class A unrestricted commercial driver’s license, including tanker endorsement valid in the state of North Carolina; ability to obtain OSHA Competent Person certification for Trenching and Shoring; ability to obtain Grade I Wastewater Collection or Grade C Water Distribution System Operator certification, or other job related skill training as appropriate.


This work requires the occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle or feel, frequently sitting, speaking or hearing and reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work requires depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to vibration; work is generally in a very loud noise location (e.g. jack hammer work, garbage recycle plant).
