Job summary

City of Greeley is seeking a Stormwater Equipment Operator II to perform skilled work in maintenance, repair, inspection, and construction of stormwater infrastructure. The role requires a valid CDL (Class A/B) with endorsements, and certifications in flagging and traffic control, plus several years of stormwater-related experience.

Qualifications

• CDL required with air brake and tanker endorsements or ability to obtain within six months of hire.
• Flagger certification and Work Zone Traffic Control certification or ability to obtain within six months of hire.
• Three years of experience operating heavy equipment ( loaders, excavators, backhoes, etc. ).
• Three years of experience in stormwater, drainage, utility, or related infrastructure maintenance.
• Colorado Collections Class 1 and Class 2 certifications or ability to obtain within specified timeframes.

Responsibilities

Job Summary

The Stormwater Equipment Operator II performs skilled work in the maintenance, repair, inspection, and construction of stormwater infrastructure and drainage systems. This position operates a variety of light and heavy equipment, performs drainage maintenance activities, supports flood response operations, and serves as a team leader for assigned projects and maintenance activities. Work includes maintenance of storm sewer systems, detention ponds, open channels, culverts, inlets, manholes, rights-of-way, and related stormwater facilities.

The position works independently and as part of a team under the general supervision of a Crew Supervisor and serves as a lead worker on a variety of stormwater maintenance projects. This role supports the City's stormwater program through proactive maintenance, emergency response, and infrastructure preservation activities.

Minimum Requirements

• Current Class A or B CDL driver's license with air brake and tanker endorsements or ability to obtain within six (6) months of hire.
• Flagger certification and Work Zone Traffic Control certification or ability to obtain within six (6) months of hire.
• Three (3) years of experience operating heavy equipment including loaders, excavators, backhoes, skid steers, dump trucks, tractors, or similar equipment.
• Three (3) years of experience in stormwater, drainage, utility, construction, public works, excavation, or related infrastructure maintenance activities.
• Colorado Collections Class 1 certification or ability to obtain within twelve (12) months of hire.
• Colorado Collections Class 2 certification or ability to obtain within twenty four (24) months of hire.

OR

Any combination of education, experience, certifications, and licenses that enables successful performance of the essential functions.

AND

Possession of a valid driver's license.

Preferred Qualifications

• Colorado Collections Class 3 certification or ability to obtain within thirty-six (36) months of hire.
• Five (5) years of experience in stormwater or drainage system maintenance.
• Certified Stormwater Inspector or equivalent certification.
• Confined Space Entry certification.
• Traffic Control Supervisor certification.
• Experience utilizing CityWorks, GIS, ArcGIS, or asset management systems.

Knowledge, Skills, and Abilities

• Advanced knowledge of stormwater infrastructure maintenance, drainage systems, culverts, channels, detention facilities, and erosion control practices.
• Knowledge of flood response operations and emergency management principles.
• Knowledge of excavation, trench safety, traffic control, and confined space entry procedures.
• Ability to operate heavy equipment safely and efficiently in a variety of field conditions.
• Ability to read plans, maps, utility locates, and construction drawings.
• Ability to make field decisions regarding safety, weather, operational priorities, and infrastructure conditions.
• Ability to work independently and serve as a lead worker on assigned projects.
• Ability to work overtime, weekends, holidays, and emergency callouts as required.

Essential Functions

Leadership & Team Support

• Serve as a team leader on assigned maintenance, repair, and construction projects.
• Monitor field activities and provide direction, coaching, and feedback to team members.
• Train employees on equipment operation, maintenance procedures, safety practices, and stormwater maintenance techniques.
• Promote teamwork, accountability, communication, and safe work practices.

Stormwater Infrastructure Maintenance

• Inspect, maintain, repair, and rehabilitate stormwater infrastructure including storm sewer pipes, culverts, inlets, catch basins, manholes, detention ponds, open channels, outfalls, and drainageways.
• Perform sediment removal, debris removal, vegetation management, erosion repair, ditch maintenance, and drainage restoration activities.
• Assist with installation and repair of stormwater structures, pipe systems, concrete structures, riprap, and erosion control measures.
• Maintain rights-of-way, detention ponds, and drainage channels to ensure proper stormwater conveyance.
• Assist with illicit discharge response and cleanup efforts as directed.

Equipment Operations

• Safely operate and maintain heavy equipment including excavators, backhoes, loaders, skid steers, dump trucks, vacuum trucks, jet trucks, tractors, pumps, forklifts, trailers, and related equipment.
• Perform routine inspections, preventive maintenance, and minor repairs on equipment and tools.
• Coordinate equipment maintenance and repairs with Fleet Services.

Flood Response & Emergency Operations

• Participate in on-call rotations and respond to after-hours emergencies.
• Respond to flooding events, severe weather incidents, drainage complaints, infrastructure failures, and other emergency situations.
• Assist with flood mitigation efforts, sandbag operations, road closures, debris removal, and damage assessments.
• Support emergency operations and coordinate with other Public Works divisions and emergency response agencies during critical incidents.
• Support snow and ice operations as required.

Safety & Compliance

• Ensure compliance with safety policies, work zone requirements, traffic control standards, confined space procedures, and PPE requirements.
• Conduct field hazard assessments and recommend modifications or suspension of work activities when conditions create safety concerns.
• Maintain compliance with stormwater, environmental, and operational regulations applicable to maintenance activities.
• Complete work orders, inspections, project documentation, equipment logs, and operational records using City software systems.
• Assist with tracking maintenance activities and asset condition information.
• Respond to citizen inquiries and drainage concerns in a professional and courteous manner.
• Coordinate with contractors, utilities, internal departments, and external agencies regarding maintenance activities and projects.

Travel:

Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.

Work Environment:

• Work is performed primarily outdoors across a variety of municipal environments, including roadways, detention ponds, and construction sites, with occasional indoor tasks at maintenance shops.
• Routinely exposed to all weather conditions, including extreme heat, cold, rain, snow, and ice.
• The role involves proximity to and operation of heavy equipment such as dump trucks, loaders, backhoes and snowplows with exposure to loud noise, vibrations, moving machinery, dust, fumes, road and organic debris. and potentially hazardous materials.
• Duties include working in and around live traffic, construction zones, and active stormwater infrastructure requiring the use of appropriate PPE and traffic control practices.
• Stormwater operations may require working near standing water, biological hazards, or contaminated materials, with safety protocols in place.
• Work may involve navigating uneven terrain, confined spaces, and elevated surfaces, including manholes, culverts, embankments, at heights (such as on rooftops, ladders, or scaffolding).
• May involve extended shifts and irregular hours, including evenings, weekends, holidays, and emergency callouts as part of an on-call rotation.

Physical Requirements:

• Mobility:Ability to walk, stand, or work on uneven terrain for extended periods. Frequently climb ladders, steps, and equipment; enter and exit vehicles and equipment regularly.
• Strength:Ability to lift, carry, push, or pull tools, materials, and equipment weighing up to 50 pounds regularly, and up to 100 pounds occasionally, with or without assistance as needed.
• Endurance:Ability to perform sustained physical labor in outdoor environments for extended periods (8–12 hours), including during inclement weather and emergency response.
• Dexterity:Sufficient manual dexterity to operate tools, equipment, and vehicle controls with precision and safety. Ability to complete fine motor tasks.
• Flexibility:Ability to bend, stoop, kneel, crouch, reach overhead and below waist level, and maintain awkward positions when performing work tasks.
• Vision and Hearing: Adequate visual acuity to read instruments, inspect work areas and monitor traffic and jobsite conditions. Ability to monitor surroundings and equipment operation. Ability to hear warning signals, verbal instructions, and equipment sounds in noisy environments.
• Ability to maintain DOT Medical Certificate.
