Equipment Operator II - Public Works - Landfill (Port Arthur, TX)

SALARY: $23.2914 - $28.6999, Hourly (DOE&Q) NON-EXEMPT

JOB SUMMARY

To perform a variety of skilled tasks in the operation of equipment for public works activities including excavation, sanitation collection, construction, loading, and related operations, ensuring standards are met. Also, to participate in maintenance and construction work.

DISTINGUISHING CHARACTERISTICS

This is the full journey level class in the equipment operator series. Positions require independent work, judgment, and initiative. It involves operating complex mechanical equipment and may include providing lead supervision to a small crew of lower-level staff.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher management. May exercise supervision over lower staff.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
  • Operate equipment such as trucks, backhoes, tractors, loaders, and other machinery.
  • Inspect and maintain equipment fluids and gauges.
  • Identify equipment needs and ensure availability of materials and tools.
  • Perform minor repairs and report major repairs.
  • Use manual tools for projects like shoveling, hammering, and repairing equipment.
  • Travel between sites, perform site preparations, and haul materials.
  • Install, repair, and maintain public works materials and city property.
  • Ensure safety at worksites, set up barricades.
  • Provide technical support and direction to staff.
  • Assist with grading, concrete work, and site cleanup.
  • Complete schedules and reports.
  • Mark property with paint or chalk.
  • Measure areas for construction.
  • Respond to emergencies as needed.
  • Plant, trim, and remove debris as requested.

When Assigned to The Landfill:

  • Operate bulldozers, compactors, dump trucks, tractors, and pumps.
  • Spread waste, build terraces, repair roads, and maintain landfill floor.
  • Follow grades, cover waste, repair erosion, and seal dirt.
  • Knock down trees, spread and compact waste, and prepare landfill grades.
  • Construct berms, roads, and direct traffic.
  • Perform manual tasks related to landfill operation, including logs and compliance with regulations.
OTHER RESPONSIBILITIES
  • Manage containers, tarp, and repair materials.
  • Rebuild private property damaged by site operations.
  • Perform other related duties.
QUALIFICATIONS

Knowledge of:

  • Operational attributes of equipment and vehicles.
  • Public works practices and safety procedures.
  • Traffic laws and city policies.

Ability to:

  • Perform construction, repair, and maintenance tasks.
  • Learn city geography and operate equipment safely.
  • Understand instructions, read blueprints, and maintain effective communication.
  • Make sound decisions and avoid hazards.
  • Work physically and deal with personal danger from chemicals, fumes, electrical hazards, weather, noise, and traffic.
EXPERIENCE AND TRAINING
  • Three years of responsible maintenance and heavy equipment operation experience.
  • High school diploma or GED required.
  • Valid Texas driver’s license; additional licensing may be required for landfill operations.
